not-for-profit child health and development organisation affiliated to the
Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a
Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres
of Excellence and international program offices in 11 countries across Africa,
Eastern Europe and North America.

Job Summary:   The Community Systems Strengthening Officer
will strengthen  community systems to
yield high HIV case finding, linkages and community based support for retention
in HIV care and prevention. The candidatewill supervise and implement capacity
building operations of the community component of the program in line with
baylor uganda’s program objectives and donor requirements.

Key Duties and Responsibilities: 

  • Spearhead the development of all capacity building and improvement
    plans for district and community structures, assure quality and coordinate
    quality improvement processes and outcomes that support the national
    priorities. develop and monitor implementation of strategies that ensure
    increased adoption of preventive behaviors among key and priority
    populations in the region (including improved VMMC uptake
  • EMTCT-Early Mother To Child Transmission Uptake
  • Provide technical guidance to the districts and the community
    structures to provide quality prevention services including; HIV counselling
    and testing, and linkage to care and voluntary male medical circumcision
    (VMMC), support and develop the competencies of cbo’s, PLHIV forums and
    district health teams in scale-up districts in managing a quality
    community-based HIV response
  • Work in close collaboration with the district teams, partners and
    PLHIV
  • Develop And Review Strategies, budgets and standards for the
    implementation of project activities in 
    the districts and supported health facilities
  • Strengthen the capacity of the districts team and community
    structures to provide Comprehensive HIV/AIDS Services for Key Populations
    and other high HIV risk populations
  • Ensuring timely reporting and submission of all implementation
    activity reports of the district; including specific reports on (key populations,
    community linkage etc.)
  • To The District M&E Officer, 
    develop strategies to track and reconcile commodities and IEC
    materials in line with the supply chain management procedures and project
    requirements
  • Implement risk management activities to mitigate programmatic and
    financial risks, document and share best practices and agreed upon
    behavior change indicators with baylor uganda and other implementing
    partners

Qualifications, Skills and Experience: 

  • The ideal candidate for the Baylor-Uganda Community Systems
    Strengthening Officer job must hold a University degree in humanities
    (Development Studies, Community Psychology, Social Sciences, Social Work
    and Social Administration.
  • A Master’s degree in Public Health is an added advantage.
  • Additional training in Project Planning and Management is an added
    advantage
  • A minimum of three years’ experience in planning and managing public
    health programs specifically HIV/AIDS programs.
  • Previous experience in managing USG grants is an added advantage.
  • Financial   management   and  
    budget   experience   in 
    a   donor   funded  
    Non-government organization is preferred.
  • Proven ability to work with various partners including MoH, Local
    governments, CBOs and other NGOs.
