Job Summary:   The Cash Transfer MEAL Specialist is
responsible for monitoring, evaluation and learning of a cash for education in
emergencies pilot programme implemented in partnership between two consortia.
The post will oversee the set-up and roll out of robust monitoring and tracking
tools for learners’ enrolment, attendance, retention and completion that will
be utilised by three different consortium partners. The post will also work in
partnership with the Multi-Purpose Cash Transfer Consortium to develop adapted
Post Distribution Monitoring (PDM) tools for the Education Programme. The post
holder will be responsible for conducting periodic reviews of the cash for
education programme against the DAC criteria to reflect on challenges,
opportunities and coordinating peer assessments.

The jobholder is
responsible for specific deliverables centred around documentation and
dissemination of learning from the pilot. The jobholder will be responsible for
managing stakeholder and partnership relations with Education Consortium
partners.

Qualifications, Skills and Experience: 

  • The candidate for the Save the Children
    International Cash Transfer MEAL Specialist job placement must hold
    a Bachelor’s Degree in either Statistics, Economics, Education or
    Development Studies. Post Graduate training in M&E or Project Planning
    and Management.
  • At least five years of working
    experience in monitoring and evaluation working experience with
    international NGOs.
  • Previous experience working on
    monitoring and evaluation for cash transfer programming and knowledge and
    use of post distribution monitoring surveys and tools.
  • Demonstrable prior experience working in
    consortia approach or in partnerships with multiple organisations and
    computer literacy and excellent documentation skills are a must.
  • Previous experience working on education
    programmes and previous experience working in the refugee context
