About US:
The Uganda Refinery
Holding Company (URHC) is a Private Limited Liability Company incorporated
under the Companies Act (2012). It is a wholly owned subsidiary of the Uganda
National Oil Company (UNOC) Ltd. The purpose of the URHC is to hold, on behalf
of UNOC, interest in the refinery project planned to be developed in Kabaale,
Hoima District and its associated infrastructure. URHC has also been given the
mandate to develop, operationalize and manage the 29.57 km2 Kabaale petro-based
Industrial Park (KIP).
Job Summary: The
Industrial Park Officer will actively facilitate effective implementation of
the Detailed Master Plan for the Park in accordance with the KIP Program
Roadmap, in liaison with the key stakeholders.
Key Duties and Responsibilities:
- Provide input in the Development of a program roadmap and workplans
for the development, operationalization and management of the Kabaale
petro-based Industrial Park (KIP). - Act as a contact person on site for the industrial park project
activities. - Plan and implement surveys, field measurements and mapping in line
with the Land Law and Survey Regulations and Standards issued by the
Government of Uganda for preparation of cadastral layouts, and land
demarcations, within the KIP, including marking on site the boundaries of
this demarcations. - Maintain accurate records of works done, parcels demarcated and
upload survey and cadastral data on the GIS system. - Draft manuals, guidelines and systems for the quality assurance of
surveys in line with UNOC standards and Annual Statutory performance
agreement; - Participate in the industrial park development activities including,
inter alia, investor promotion, lease allocations, physical planning,
infrastructure development (including intra-park road network, power,
water, wastewater treatment, and ICT), design and construction. - Manage the tenancy agreements, with properly kept records, ensuring
that they are up to date and that the tenants are complying with all the
requirements. - Manage the usage of utilities in the park, keeping proper records, and
monitoring the quality of service being provided and liaising with the
service providers. - Manage the maintenance of the facilities of the park including
conducting periodic condition surveys. - Prepare and implement a risk management framework for KIP project
activities. - Develop and Implement QHSE strategy for the KIP project area.
- Perform any other duties as may be reasonably assigned within the
scope of the Job role.
Qualifications, Skills and Experience:
- The applicant for the Uganda Refinery Holding Company (URHC)
Industrial Park Officer job must hold an
honours bachelor’s degree in Surveying or other relevant bachelor’s
degree. - Professional registration with a relevant body (Surveyors
Registration Board) or its equivalent in the Commonwealth - Working knowledge of GIS is an added advantage.
- At least five years of postgraduate experience in Cadastral and
Engineering surveying; - Experience in Project Management and Land Administration,
- Experience in in the Oil and Gas Industry would be an added
advantage. - Verifiable knowledge of working in an industrial park would be an
added advantage. - A self-starter with ability to work with minimal supervision with
strong organizational skills - Must be results-oriented, a team player, exhibiting high levels of
enthusiasm, tact, diplomacy and integrity - Risk Management and Negotiation skills
