Job Summary:  The Irrigation Specialist will support the
planning, implementation and monitoring of small- scale agricultural water
management systems for crop and livestock production under projects
GCP/UGA/054/EC project entitled “Global Climate Change Alliance plus (GCCA+)”
and GCP/UGA/055/SWE project entitled “Climate Resilient Women Economic
Empowerment (CRWEE)”, funded by the European Union and Government of Sweden,
respectively. These projects aim to strengthen key government institutions at
central and decentralized levels and build the resilience of communities in the
face of a changing climate. The Irrigation Specialist will focus on
strengthening technical and management capacity in the planning and implementation
of small-scale agricultural water management systems for crop and livestock
production

Key Duties and Responsibilities: 

  • Lead efforts with national and district stakeholders to plan and
    implement irrigation-related project activities identified under Sub-Result
    2 of GCCA+ and CRWEE projects: “Appropriate small scale agricultural water
    management systems established and/ or rehabilitated for agricultural
    production”
  • Assess potential for groundwater development and rehabilitation for
    irrigation as well as provide technical reference for water pumping
    systems and use of solar pumping and other energy efficient systems for
    groundwater pumping and utilizations.
  • Assess potential for surface water development and rehabilitation
    for irrigation in the target GCCA and CRWEE districts
  • In collaboration with the Ministry of Agriculture, Animal Industry
    and Fisheries (MAAIF) develop Terms of Reference/implementation concepts
    for establishing and rehabilitating small scale water systems in support
    of agriculture production for crops and livestock in target districts of
    West Nile, Karamoja and Central Cattle Corridor regions.
  • Based on the approved concept/design per site, aggregate the needs
    in terms of required hardware, into a collective order to be purchased
    through FAO procurement processes.
  • Once equipment is available in Uganda, lead implementation at each
    site with MAAIF teams, working with the local district technical team and
    community stakeholders to establish and/ or rehabilitate the water
    systems.
  • Assist communities to create water user associations  for sustainable management of the
    water  systems
  • Provide technical assistance the Ministry of Agriculture, Animal
    Production and Fisheries (MAAIF), and 21 target District Local governments
    with respect to planning and development of small scale agriculture water
    management systems.
  • Carry out monitoring visits to implementing partners and project
    beneficiaries during project implementation.
  • Prepare project reports and other ad-hoc reports on project
    activities as and when required; and
  • Perform any other related duty.

Qualifications, Skills and Experience: 

  • The ideal candidate for the Food and Agriculture Organization of the
    United Nations (FAO) Irrigation Specialist job opportunity should hold an
    Advanced University Degree (for COF.REG)/University degree (for PSAs) in
    Irrigation Engineering, Irrigation and water supply Engineering, Water
    Resources Management, or Agricultural Engineering. 
  • At least five years of relevant experience in irrigation systems’
    development and agricultural water management in Africa.
  • Extent of knowledge and experience in irrigation technologies and
    agricultural water management in Uganda and/or East Africa and/or Africa.
  • Extent of experience in surface water and groundwater development for
    irrigation
  • Extent and relevance of experience and knowledge of FAO policies,
    procedures, project cycle and operational activities.
  • Writing and communication skills.
  • Ability to manage a high workload, meet tight deadlines and
    multi-task under pressure
  • Extent of experience with international organizations,
    non-government institutions/organizations in a multi-cultural setting.
  • Extent of experience in more than one location or area of work,
    particularly in field positions.
  • Excellent knowledge of irrigation and water-management issues in
    Uganda and/or East Africa/Africa in the context of agriculture production.
  • Experience in surface water and groundwater development and micro
    irrigation
  • Extensive knowledge of the UN System and its processes.
  • Working knowledge of English and limited knowledge of one of the
    other UN languages (French, Spanish, Arabic, Chinese, Russian).
