Bureau of Standards (UNBS) is a statutory body under the Ministry of Trade
Industry and Cooperatives responsible for standardization, Quality Assurance,
Metrology and Laboratory Testing (SQMT) with the objective of facilitating fair
trade, promoting local industries and Consumer protection. The Uganda National
Bureau of Standards (UNBS) is a statutory body under the Ministry of Trade,
Industry and Co-operatives established by the UNBS Act Cap 327 and became
operational in 1989. It is governed by the National Standards Council and
headed by the Executive Director who is responsible for the day-to-day
operation of UNBS.
Key Duties and Responsibilities: 
  • Identify training needs, design and schedule training programs to
    suit stakeholder needs in line with departmental policies and procedures;
  • Conduct onsite and offsite training for industry to build their
    capacity to implement standards;
  • Coordinate and mobilize participants and qualified trainers to be
    involved in the training;
  • Identify and prepare resources and materials for the various
    training programs;
  • Write training proposals to stakeholders;
  • Participate in the development of standard training materials;
  • Develop mechanisms to monitor and evaluate the executions of the
    trainings;
  • Prepare training reports and statistics in line with departmental
    guidelines;
  • Actively participate in the development, effective implementation and
    review of operational procedures and manuals for UNBS training services;
  • Provide guidance to stakeholders to take up UNBS training services;
  • Perform any other duties that may be assigned from time to time by
    the Supervisor or management;
  • Maintain an up to date database of training clients / participants,
    including all training enquiries;
  • Ensure the timely processing of all relevant documentation;
  • Ensure a high standard of service delivery to clients / participants
    by providing detailed program information and quality monitoring;
  • Ensure target and performance indicators are achieved in accordance
    with departmental objectives;
  • Provide technical support and guidance to all stakeholders in line
    with certification requirements.
  • Prepare annual, quarterly and monthly budget, work plans and targets
    of all activities to be undertaken



Qualifications, Skills and Experience: 
  • The applicant for the UNBS Senior Certification Officer – Training
    and Consultancy job opportunity should hold a post graduate qualification
    in in science field from a recognized University/Institution
  • Possession of Honours degree in science from a recognized
    University/Institution
  • A minimum of five years of prior experience in Standards, Quality
    Assurance, or quality control, Standards Development or Laboratory Testing
  • Should have completed the approved competence development training
    in Certification
  • Training in ISO 9001 is an added advantage
  • Proven people leadership and functional management competencies with
    hands-on skills in Risk Management and internal controls in the functional
    areas
  • Hands-on supervisory competencies with capacity to multi-task and
    deliver results efficiently with minimal supervision
  • The successful candidate must have a high level of integrity and
    professionalism, Communication, Teamwork and Analytical skills and needs
    to be a team player, an excellent communicator with good oral
    communication and presentation skills.
  • Age: Between 30
    and 45 years
