Job Summary:  The Project MEAL Officer will develop and
implement an emergency response MEAL system. The incumbent will build and/or
strengthen MEAL capacity of humanitarian staff and partners. The jobholder will
also be tasked with the organisation of discrete MEAL milestones, events and
processes. The incumbent will be charged with reporting, sharing and
strengthening emergency response management information system. The incumbent
also ensures that the promotion of women’s rights is at the heart of all Oxfam
emergency program work and that this is verifiable

Key Duties and Responsibilities: 

MEAL System
development and implementation:

  • Work with Technical Coordinators (WASH, EFSVL and Protection)
    and  the Program Quality Coordinator
    in developing/ updating MEAL frameworks and tools
  • Work with the project team in Arua in implementing MEAL framework
    and tools

Data gathering,
Information management and reporting:

  • Prepare a clear data collection plan in discussion with the
    technical team and lead on all field data collection exercises, data
    management and analysis
  • Analyze the data, together with the project team, and share them in
    the required format.
  • Contribute in timely and quality reporting on WASH, EFSL and
    Protection projects in all locations of West Nile
  • Produce clear and quality reports that demonstrate accountability
    and learning.
  • Appraise the project activities, progress reports and streamlining the
    partners’ MEAL work and documentation with that of Oxfam.
  • Support the Team Leader to prepare timely (weekly or as
    required),  evidence based (from our
    own field consultations) and analytical Emergency Response Situation
    Reports (SITREPS)

Capacity building
for Oxfam and Partner staff:

  • Train the humanitarian teams and other relevant staff at partners’
    level on MEAL concepts and tools.
  • Undertake periodic monitoring and technical support visits to
    partner working areas to assess progress against agreed MEAL system and
    recommend corrective actions as appropriate.
  • Work closely with partner MEAL team or focal point on overall MEAL
    issues

Review, reflection
and learning:

  • Assist the humanitarian team and partners in documenting lessons
    learnt
  • Collecting best practices, case studies which demonstrate
    qualitative and quantitative changes over the period.
  • Conduct reviews, learning events at project locations.
  • Delivering any other responsibility assigned by the line manager.

Qualifications, Skills and Experience: 

  • The ideal candidate for the Oxfam Project MEAL Officer job should
    preferably hold a Bachelor’s degree in Statistics, social
    sciences/humanities discipline from a recognised university.
  • A minimum of three years of practical experience and knowledge in
    monitoring and evaluation and program management in emergency or
    development context projects with Monitoring, Evaluation, Accountability
    and Learning responsibilities.
  • Experience of working in a multicultural team.
  • Knowledge and experience of working in partnerships
  • Excellent coordination, communication and interpersonal skills.
  • Strong commitment to gender equality and social justice.
  • Proven Knowledge of computerised systems; high degree of computer
    literacy and word processing, databases, and spreadsheets/Excel skills.
  • Ability to work under pressure, ability to prioritize and commitment
    to meet deadlines.
  • Experience in and the ability to train people.
  • Commitment to the aims and objectives of Oxfam.
  • Potential and flexibility of attitude to learn.
  • Ability to demonstrate sensitivity to cultural differences and
    gender issues, as well as the commitment to equal opportunities.
  • Ability to demonstrate an openness and willingness to learn about
    the application of gender/gender mainstreaming, women’s rights, and
    diversity for all aspects of development work.
  • Commitment to Oxfam’s safeguarding policies to ensure all people who
