Uganda National
Bureau of Standards (UNBS) is a statutory body under the Ministry of Trade
Industry and Cooperatives responsible for standardization, Quality Assurance,
Metrology and Laboratory Testing (SQMT) with the objective of facilitating fair
trade, promoting local industries and Consumer protection. The Uganda National
Bureau of Standards (UNBS) is a statutory body under the Ministry of Trade,
Industry and Co-operatives established by the UNBS Act Cap 327 and became
operational in 1989. It is governed by the National Standards Council and
headed by the Executive Director who is responsible for the day-to-day
operation of UNBS.

Key Duties and Responsibilities: 

  • Supervise the inspection of all international imports/ incoming
    goods under SCT and PVoC according to the existing Imports Inspection
    Guidelines and issued Instructions
  • Identify, coordinate and sensitize stakeholders to contribute and
    promote synergies for international trade and Imports Inspection
    regulatory frameworks in accordance with International and National
    standardization policies, procedures and guidelines
  • Develop and coordinate collaborative frameworks with other
    regulatory agencies/ institutions in enforcement of mandatory standards in
    line with UNBS policies and procedures.
  • Design programs and procedures for Imports Inspection that conform
    to ISO/IEC 17020 “General criteria for the operation of various types of
    bodies performing inspection”.
  • Develop annual, quarterly and monthly work-plans & budget of all
    activities within the Division
  • Monitor staff performance and make corrective recommendations to
    improve the quality of service delivery and staff-client interface
  • Provide technical advisory information in relation to international,
    COMESA and EAC guidelines in relation to regional trade activities
  • Participate in regional and international trade facilitation programmes
    for the benefit of UNBS standardization and imports inspection programmes
  • Oversee and manage Pre-Export Verification of Conformity (PVo
    programmes and advise on process improvements whenever required.
  • Monitor transiting goods in liaison with the Transit Monitoring Unit
    (TMU) of URA to minimize dumping.
  • Consolidate, review, analyze and report the monthly, quarterly and
    annual Division returns/ reports.
  • Carry out risk assessment, profiling and audit of imports from the
    various exporting countries to Uganda to ease decision making at policy
    level.

Qualifications, Skills and Experience: 

  • The applicant for the UNBS Principal Inspector – International and
    Regional Inspection job opportunity should hold a Masters’ degree in
    Science or any other related field from a recognized University/Institute
  • Honours Degree in a science field or any other science related
    qualification from a recognized University/Institution
  • At least eight years’ experience in Standards, Quality Assurance, or
    quality control, Standards Development or Laboratory Testing after
    graduation
  • Training in ISO 9001, 17020 is an added advantage
  • Hands-on supervisory competencies with capacity to multi-task and
    deliver results efficiently with minimal supervision
  • Proven people leadership and functional management competencies with
    hands-on skills in Risk Management and internal controls in the functional
    areas
  • Must be computer literate with skills in MS Word, Excel, PowerPoint,
    and the Internet applications
  • The successful candidate must have a high level of integrity and
    professionalism, Communication, Teamwork and Analytical skills and needs
    to be a team player, an excellent communicator with good oral
    communication and presentation skills.
  • Age: Between 30
    and 45 years
