About SESIL Programme:
SESIL (Strengthening
Education Systems for Improved Learning), is a four-year education programme
designed to improve the quality and equity of measurable learning outcomes at
lower primary level in Uganda. SESIL will
do this by strengthening the systems needed to manage and raise the performance
of four key drivers of learning outcomes: teachers, schools, districts, and
assessment and examinations.
Job Summary: The Office Manager will be responsible for
ensuring that all financial, operational and administrative aspects of SESIL
run effectively. Based in the SESIL Regional offices the Regional Office
Manager will be required to do the following in each area:
Key Duties and Responsibilities:
- Responsible for overseeing all the administrative, financial,
logistics, and facilities needs in the region; - Provide administrative, financial and logistical support to the
Regional Team and all technical specialists working in the Region with
support from Administration Assistant and the Logistics Officer; - Ensure all office records are filled accordingly; this includes
ensuring the maintenance of an up-to-date asset register for the region in
line with the programme procurement guidelines; - Ensure the smooth running of the regional office by ensuring adequate
supply of office equipment and strict compliance with health and safety
regulations; - Ensure that the regional office meets all the pre-set Cambridge
Education (CE) BMS (Business Management Systems) requirements under the
direction of the Programme Manager; - In consultation with the Regional Coordinator, produce regular
rolling quarterly and monthly forecasts and submit monthly site returns to
the Project Accountant in Kampala to feed into the monthly reconciliation
and invoicing processes; - Maintain up-to-date programme accounts on the system to ensure that
timely, accurate and appropriate information is available to the programme
management team; - Liaise with administrative and technical teams to ensure accurate
forecasting and prompt disbursal and reconciliation of expenditure; - Support the Regional Coordinator and/or the Regional Technical
Specialists in preparing budgets for training events and workshops; - Supervise preparation of all payment vouchers, journal vouchers and
cheques and ensure the timely settlement of all undisputed sub-contractor
invoices; - Monitor expenditure and advise the Regional Coordinator and Project
Accountant of potential issues with regards to forecasting, disbursement
or accounting; - Maintain a petty cash register and supervise the imprest accounts
for regional based staff; - Line-manage Administrative Assistant and drivers; responsible for
their performance reviews as well as personal and professional
development; - Establish good and considerate working relationships with all staff
in the organisation, demonstrating respect for their own roles and
responsibilities
Qualifications, Skills and Experience:
- The ideal candidate must hold a relevant graduate (or postgraduate)
qualification in education - Varied and recent experience of working in service delivery with, or
in, local government, preferably in a performance improvement capacity,
preferably in education - Strong communication skills – ability to express ideas and
information clearly and simply, both verbally and in writing. A high level
of written and spoken English is essential. - Strong analytical skills – ability to investigate and understand
constraints and bottle-necks - High levels of creativity and innovation – ability to develop and test new
approaches to old problems - Leadership and team work – ability to support others through
mentoring and coaching - Facilitation skills – ability to design, prepare and deliver
training and consultation workshops - Sound understanding of Uganda’s education system, decentralisation
and local government processes and practices. - Understanding of the concepts and principles of Managing for Results
(or similar, e.g. Performance Management, Results Oriented Management,
Deliverology) - Computer literacy: working competence in main application (Microsoft
Office)
