About US:
The British High
Commission is the diplomatic liaison office that aims to develop and maintain
close bilateral relations with Uganda, in accordance with British government
policies. The British High Commission is responsible for the political
relationship between the UK and Uganda, and we provide advice and guidance on
political and governance issues. BHC provides assistance and documentary
services to British nationals in Uganda. The UK Trade and Investment Section
provides assistance to both British and Ugandan businesses.
Job Summary: The Estates Officer will serve as Deputy
Estates Manager deputising as required and performing the full range of Estates
Manager duties in the absence of the Estates Manager. The role will also focus
on ensuring high standards of health and
safety across the BHC offices and residential properties by developing and
implementing a framework to support compliance with requirements of the
Property Compliance Assessment (PCA) and UK Government Health and Safety
standards. The incumbent should be flexible, capable of managing competing priorities
and able to work to tight deadlines.
Key Duties and Responsibilities:
Management and
Leadership
- Deputise and perform the full range of Estates Manager duties in the
absence of the Estates Manager. - Ensure forward looking Estates Management Plan adequately addresses
all aspects of Health and Safety relevant for Post. - Review work processes and procedures in Estates and Maintenance and
suggest ways to improve working methods and systems to enhance compliance
with ESD rules and regulations, and to enhance health and safety on the
Estates.
Hazards and Risk
Assessments
- Conduct hazards and risk assessments for all properties (including
new properties), all estates repair and refurbishment projects including
events, and contractor work and recommend and implement mitigation
measures as necessary to enhance health and safety of staff and
contractors and prevent accidents. - Carry out Health and Safety audits of contractors and arrange
orientation and refresher sessions to ensure that they comply with UK
Health and Safety standards when carrying out work across the estate. - Assess H&S training needs within the Estates and Maintenance
Team and across the mission and identify and support the delivery of
training to improve staff awareness and the health and safety culture. - Keenly track and investigate accidents on the Estate and ensure gaps
identified are promptly addressed.
Property Compliance
Assessment (PCA)
- Develop and implement a framework and work plan that clearly
clarifies roles, responsibilities, and timelines at Post to ensure
compliance and improved scores across all areas of the PCA applicable to
Kampala, prioritising fire safety, electricals, water, asbestos and
environmental compliance. - Carry out annual reviews of all reports, assets registers, inspections
and assessments related to H&S and the PCA. Support the team to develop work plans
to complete all recommendations emanating from these inspections and track
progress on recommended actions to completion. - Ensure all documentation resulting from the implementation of the
preventative maintenance schedules including hard copy files for PCA and
records for all inspections are filed and kept up-to-date. - Work with team members to complete the necessary checklists and
documentation required by the PCA; collate all documentation and upload in
PYRAMID in the required timelines. - Develop a health and safety self-service checklist for occupants in
the BHC residences; carry out training of house hold staff; and follow up
on a monthly basis to ensure checks are completed and documents filed. - Arrange for Technical Works Officer and Technical Works Supervisor
visits; communicate visit schedules in advance to occupants.
Health and Safety
Committee
- Serve as secretariat for the Post Health and Safety Committee
developing the agenda in consultation with the Estates Manager/CSM/DHC and
compiling background material and meeting papers for committee meetings
including providing a quarterly progress report for the committee.
Qualifications, Skills and Experience:
- The ideal candidate for the British High Commission (BHC) Estates
Officer have qualifications and training in Facilities Management and
Health and Safety Standards. - Familiarity with UK Building and Health and Safety standards.
- Experience in health and safety risk assessment and compliance
- Strong interpersonal and oral communication skills
- Able to work effectively and supportively with colleagues, both
