of international and armed conflicts i.e. the wounded, refugees, civilians,
prisoners and other non-combatants.
Job Summary:  The WASH Project Engineer will be responsible
for Planning, management and coordination of the proposed project activities as
part of a large WASH program.  The
position holder with support from the URCS WASH Coordinator, Austrian Red Cross
WASH Delegates and key relevant external stakeholders will be required to
implement the proposed set of activities for improved WASH services delivery
within the refugee settlement camps and host communities of Yumbe District. The
successful candidate will be responsible for the Management of all WASH
activities (Hardware & Software), programming, management of material, financial
and human resources of the National Society within the project.
Key Duties and Responsibilities: 
  • Plans, coordinates, implements, evaluates and proposes
    recommendations on WASH program activities;
  • Prepares project work plans and budgets and ensures proper
    accountability of project funds and other resources;
  • Prepares and submits timely and quality activity WASH reports;
  • Provides training, coaching and support supervision to project staff
    and volunteers
  • Develops monitoring tools in liaison with the URCS M&E officer
    and ensures they are used and indicators therein.
  • Liaises and maintains good coordination with Government, UNHCR and
    relevant stakeholders in consultation with respective Program manager, Operations
    and Branch Managers on WASH activities and policies;
  • Ensures that the trainings, sensitizations in PHAST and other
    activities at different levels within the project are conducted in a
    timely and quality manner.
  • Conduct technical assessments of the water Supply Systems in the
    project areas to establish magnitude of damage, identify the required
    spare parts and execute necessary corrective actions.
  • Prepare technical reports including technical drawings &
    specifications for bid documents to facilitate water source works
    contractual processes by Supply Chain department.
  • Manages contracts whenever they are awarded, maintains link with
    contractors and closely monitors /supervises the contracted works to
    completion.
  • Promotes latrine construction and use within the project areas;
  • Advises and encourages community members on safe waste disposal in
    project areas.
  • Supervise the preparation, development and dissemination of relevant
    messages for positive behavior change among community members in the
    project area.
  • Prepares monthly and quarterly progress reports in accordance with
    URCS guidelines and presents the same for incorporation into the overall
    settlement status update reports.
  • Maintains good coordination and cooperation with UNHCR, OPM and
    other stakeholders  



Qualifications, Skills and Experience: 
  • The ideal candidate for the Uganda Red Cross Society (URCS) WASH
    Project Engineer job must hold a Bachelor’s degree in Water engineering or
    Civil engineering with a post graduate training in Water Engineering or
    related field from a reputable institution. Have sound training in water
    resources management and Human resource management or related disciplines.
  • At least three years’ experience in a similar position or worked
    with reputable organization/agency in at a minimum of mid-level managers’
    position preferably.
  • Substantial skills in computer application including engineering
    packages are a must.
  • Should be familiar with conducting technical assessments,
    preparation of contracts/bids and contract management especially in the
    construction of water Supply Schemes and civil works.
  • Good interpersonal skills and working relations with officers under
    his/her supervision and other stakeholders.
  • Very good computer skills (Word, Excel) and ability to run specific
    software (AutoCAD and basic GIS);
  • Specialized training in Participatory Hygiene and Sanitation
    Transformation (PHAST) & Community led Total Sanitation (CLTS).
  • Good initiative and self-motivated individuals to work with minimal
    supervision efforts.
  • Good interpersonal skills and working relations with other staff
    under his/her supervision and other stakeholders.
  • Excellent spoken and written English communication skills; ability
    to compile and assimilate content in short time frames;
  • Proven project management skills, particularly around technical
    planning, projections and contract management.
  • Ability to work across different actors, cultural contexts,
    technical areas and bridge silos within the organization and with external
    partners;
  • Strong demonstrated skill working with external partners and
    bringing several stakeholders together for a common goal, sensitivity to
    cross cutting aspects of Gender, Environment and disability inclusion;
  • A proactive approach to work, the ability to handle multiple tasks
    and to maintain a high quality standard when working under time pressure;
  • A mature personality of high integrity with great team working
    skills, a courteous attitude and a clear sense of confidentiality;
