an international Christian relief and development organization meeting the
critical needs of victims of war, poverty, natural disaster, famine and disease
with the aim of sharing God’s love. It was founded in the United States
(US). 

Job Summary:  The Senior Procurement Officer will be
responsible for handling ongoing procurements, ensure timely and efficient
delivery of items to the field and maintaining excellent working relationship
with both field-level project managers and country-level staff. S/he will be
expected to attend and participate in devotions and be an example to others
through his/her faith and walk with God. S/he will be based in Kampala office
but should be willing to travel to the field on a regular basis and spend some
nights in the field. All applicants must agree with and uphold the values and
objectives of the organization to be considered for this position.

Key Duties and Responsibilities: 

                    
Handle
Local and international procurement activities of the office according to
SP/Government of Uganda and donor procurement regulations.

                    
Ensure
all Purchase Requests are captured in the Procurement Log book.

                    
Solicit
for at least three independent quotations for purchases USD 500 and above from
reputable or SP approved vendors using acceptable competitive bidding
procedures.

                    
Act as
Secretary to the Procurement Committee and cross-check the recommendations made
by the committee for compliance with SP, Government of Uganda and donor
procurement policy and regulations.

                    
Compile
a detailed quote analysis and submit to relevant authorities for approval.

                    
On
behalf of SP negotiate favorable prices and contractual terms with the vendors
and service providers.

                    
Ensure
that all vendors/service providers/contractors are vetted prior to contract
award and signature.

                    
Prepare
purchase orders for goods, services and works

                    
Following
receipt of goods, verify delivery of items, ensuring receipt acknowledgement in
terms of GRNs, completion certificates and waybills. Attach all procurement
documentation and prepare payment/check requests.

                    
Ensure
that all supplies, goods and works comply with required quality standards.

                    
Prepare
tender documents and ensure that the tendering process is conducted according
to the SP/donor regulations.

                    
Implement
SP standard procedures and practices of purchasing, promote accountability of
resources, ensure compliance and uphold ethical code of conduct.

                    
Compile
weekly procurement status tracking matrix and submit to Procurement Coordinator
(by Thursdays every week).

                    
Compile
and update SP Vendor List.

                    
Participate
in the update the SP Procurement field Policy manual    as may be required.

                    
The
Senior Procurement Officer shall in addition to the above;

                    
As assigned
by supervisor, perform other tasks, which are commensurate with his/her level
in the organization.

Qualifications, Skills and Experience: 

                    
The
applicant must hold a Bachelor’s Degree in Procurement and Supply Chain
Management, Business administration, or other business related disciplines.

                    
Professional
certification such as CIPS, CILT etc. is an added advantage. S/he should be
dynamic and able to work with teams.

                    
At least
three years’ experience in handling Procurement or Logistics preferably with
NGOs, international Organizations, UN etc.

                    
Extensive
knowledge of various donor and government of Uganda procurement regulations
(e.g. PPDA, USAID, EU, DFID, UN, etc.)

                    
Knowledgeable
of international and local market conditions. S/he should be proficient in Ms
Office packages (Excel, Word, and PowerPoint), proactive, resourceful,
solutions and results-oriented with strong negotiation, communication, and relationship
management skills.
