About INKATHA Program:
CRS’ INKATHA
Nutrition Program is designed to maximize sustainability (i) by leveraging the
resources, structures, and capacities of the USAID/FFP-financed 76 million USD
5-year (2017-2022) Nuyok and Apolou Development Food Security Activities
(DFSA), implemented by consortia led by CRS and Mercy Corps, respectively, and
rolling out many of the same activities in the same target geographical areas,
as well as (ii) by tapping into the considerable capacities of WFP and UNICEF
in Karamoja, and (iii) by complementing the CBSF with far-reaching,
participative and inclusive social behavior change communication (SBCC) and
robust linkages to on- and off-farm livelihoods options that have already
proven to work.
Job Summary:  The Program Manager for INKATHA Nutrition
Program (contingent upon funding) will lead the implementation of the WFP
funded INKATHA Nutrition Program activities in Amudat, Moroto, Napak, Nabilatuk
and Nakapiripirit Districts of Karamoja Region.
The Program Manager
will be based in Moroto with frequent travel within the region and will report
directly to the Head of Programs with close collaboration to the Moroto based
Head of Office and Nuyok staff. 
Key Duties and Responsibilities: 
  • Lead and manage the INKATHA in Karamoja Region
  • Ensure that CRS staff receive the necessary training and technical
    assistance to achieve program objectives
  • Establish and develop linkages with government, WFP, INGOs and with
    other institutions in Karamoja to ensure quality programing and share
    lessons learned/best practices
  • Track and monitor project progress against set objectives, timelines
    and budgets and alert the Head of Programs of any problems in a timely
    manner
  • Participate in all Senior Program Management Team meetings
  • Participate in all strategic planning and coordination meetings and
    activities
  • Attend relevant interagency, sector coordination, and
    representational meetings as required in coordination with respective
    cluster leads and program managers.
  • Provide direct planning and facilitation of critical processes
    including development of Detailed Implementation Plan (DIP) and MEAL plans
  • Under the guidance of the Head of Programs, represent CRS in
    workshops, conferences and meetings, ensuring ample representation with
    key stakeholders
  • Provide regular updates to partners, country program leadership, and
    government and non-government coordination bodies as requested
  • Conduct periodic reviews of staff performance in keeping with CRS’
    performance management system and mentor staff to ensure high levels of
    motivation, commitment, capacity and teamwork.
  • Directly supervise project technical staff to ensure that the
    project is adequately supported in reaching project objectives and
    reporting requirements.
  • In collaboration with the HOP and Business Development Manager
    identify and pre-position for new funding opportunities;



Qualifications, Skills and Experience:
  • The ideal candidate for the Catholic Relief Services (CRS) Project
    Manager II (Inkatha Project) job should hold a graduate degree in public
    health, development or livelihoods related field
  • Sound management skills, including a minimum of five years of
    project management experience
  • Demonstrated ability to work closely and effectively with government
    structures in a developing country context
  • Demonstrated experience in community-based programs
  • Strong cross-cultural skills and a demonstrated ability to influence
    change without direct authority, and to work successfully with farmers and
    professionals
  • Strong leadership and teamwork skills – good listening interpersonal
    skills
  • Excellent written and oral communication skills
  • Vision, and ability to think strategically and innovatively
  • Ability to explain advanced topics simply and clearly
  • Good oral and written skills in English
  • Willingness to travel 50% of the time to field locations within
    Karamoja
