transform education for children and communities across impoverished rural
areas of Ethiopia, Ghana, Malawi, Rwanda and Uganda. Since our foundation in
1995 we have worked in 3,000 schools and improved the lives of over two million
children through unique and effective school improvement models. We guide
governments and educators to adopt low-cost solutions to improve learning and
support for children, with a focus on literacy, numeracy and inclusion for the
most marginalised children.

Job Summary:  The Program Manager will support the Program
Director in providing strategic leadership and management of all Link Uganda
programs/projects’ activities as well as increasing funding portfolio through
proposal development, networking, fund raising and managing donor relation. In
close collaboration with the Program Director, the Program Manager will lead
the programs teams in aligning the Link Uganda programs with the Link Community
Development Theory of Change, Strategic and Business plans while also ensuring
program quality across the country.

Key Duties and Responsibilities: 

Strategy
Development and Program Design (30%)

                    
In close
collaboration with the Program director, provide strategic direction of Link
Uganda Programs implementation and foster program integration in line with
existing Link Community Development Business and Strategic plans and Theory of
Change

                    
Identify
new donors and maintain donor relations to secure appropriate resources for
national programs in accordance with budget targets and maintaining a diversity
of future funding options for the office

                    
In close
collaboration with the Program Director and project officers, develop and
maintain an up-to-date country funding strategy to optimize income and plan to
prioritize approaches to donors

                    
Lead in
resource development efforts in needs assessments and design of concept notes
and proposal development for Link Uganda

                    
Promote
coordination and appropriate joint working between stakeholders and the
operational programs and to ensure maximum synergy within the programs for
maximum impact, influence and scale up of the program

                    
Provide
leadership to and management of ideal development programming in Uganda
including timing of interventions, program design, targeting, securing of
resources, implementation and reporting

                    
4.   Ensure complete, timely and accurate program
documentation for all Link Uganda programs, including approved proposals and
budgets, annual   narrative reports.

Provide Leadership
and management of Link Uganda Programs (30%)

                    
Coordinate
and direct program planning processes to ensure overall integration of
programs, proper understanding of program goals, objectives and intermediary
results, and engagement and buy-in of all key stakeholders.

                    
Provide
program, budgetary oversight and supervision ensuring that all planned
activities, outputs and impacts are achieved over the life of each program.

                    
Ensure
complete, timely and accurate program documentation for all projects, including
annual fiscal and narrative reports, resource requests and budgets.

                    
In
coordination with the Monitoring & Evaluation Manager/Coordinator/Officer,
support active monitoring and evaluation of all programs and making adjustments
to improve program quality and or effectiveness

                    
Take
lead in establishing agreements and protocols with all technical partners
(government line ministries, consortium partners, local partners etc)

                    
Line
manage the project officers in the management and implementation of projects,
ensuring adequate monitoring, reviewing progress, reviewing beneficiary
feedback, identifying corrective actions required and capturing learning.

                    
Facilitate
the submission of quality Program reports, ensuring timely submission in
accordance with required reporting formats.

                    
Provide
support in partner capacity assessments and developments, especially in areas
where programs are implemented through partners

Representation and
External Relations (10%)

                    
Support
the Program Director with representation to the government at different
government levels, helping to ensure constructive working relationships are
maintained to allow expansion and growth of Link Uganda ‘s transformation
development in Uganda

                    
In
conjunction with the Program Director and other staff, represent Link Uganda at
relevant interagency technical networks and working groups as necessary

                    
Support
the Program Director in policy influencing (advocacy related to development
initiatives) activities at the national and local level

                    
Ensure
effective communication and feedback between Link Uganda and donors

Staff and financial
management (30%)

                    
Lead and
manage staff ensuring clarity over strategy, plans and priorities, providing
supervision, guidance and mentoring, encouraging effective teamwork and
inclusiveness and building a team spirit through regular meetings and events.

                    
Provide
management support to direct reports in their management of others, and their
implementation of objectives, work plans and budgets.

                    
Contribute
to developing and modeling a team culture characterized by a shared vision,
commitment and mutual accountability that reflects Link’s desired corporate
values.

                    
Create
structured opportunities to encourage learning from all staff, ensuring internal
and external evaluations and reviews are undertaken as appropriate. Ensure
recommendations are implemented and learning is shared across the wider Link
Uganda team.

                    
Support
and participate in staff recruitment, induction and training as required

Qualifications, Skills and Experience: 

                    
The applicant
must hold a Bachelor’s Degree in Education, Development studies or related
field with at least 5 years of experience in managing and implementing programs
in the development sector, three of which should be in senior management
position within an NGO set up. A Master’s degree is an asset.

                    
Proven
strategic planning, program and project management experience in a development
environment

                    
Proven
budget management experience coupled with experience in implementing and
working in accordance with corporate structures, policies and practices.

                    
Extensive
knowledge of project design and implementation,

                    
Experience
in proposal-writing, budgeting and financial management.

                    
Demonstrated
experience with participatory approaches to development, including capacity
building of local and government institutions

                    
Proven
ability to deliver impact through working with vulnerable communities as part
of a multi-cultural, international team.

                    
Experience
of working with NGOs engaged in education development and programming

                    
High
level of professional and ethical conduct, and awareness and experience of
implementing child safeguarding policies and procedures.

                    
Ability
to communicate complex technical, or politically sensitive information to a
wide audience in simple and engaging terms.

                    
Highly
articulate with demonstrable abilities in writing and publication.

                    
Advanced
skills in PowerPoint, Excel and Microsoft Word.

                    
Excellent
written and spoken English.

                    
Ability
to represent the organization in high-level meetings with donors, local
government and technical forums

                    
Strong
people-management and leadership skills

                    
Commitment
to accountability to beneficiaries and transparency, showing dignity and
respect, and demonstrating listening and understanding

                    
Possess
analytical and problem-solving skills, risk management skills as well as
decision- making skills

                    
Strong

Desirable

                    
A
postgraduate degree in a relevant field (Project Planning and Management,
Education, Monitoring and Evaluation skills).

of the National and international education sector.
