About USAID RHITES-N Project:
USAID-RHITES-N,
Lango will improve the use of integrated health services in Northern Uganda’s
Lango region and strengthen the health system to sustain gains made by earlier
projects. USAID-RHITES-N, Lango will contribute to improving key
population-based national health indicators; build the capacity of the Ugandan
government to carry out a sustainable and locally-driven response to the HIV
epidemic, while also improving TB, malaria, nutrition, MNCH+A, and WASH
outcomes. JSI will work with Ugandan stakeholders to design and implement
health system strengthening strategies to scale up high-impact, evidence-based
interventions at the national, sub-regional, district, and community levels.
Interventions will include VMMC, virtual elimination of mother-to-child
transmission of HIV, antiretroviral therapy, and condom education and
distribution. JSI will focus where the greatest impact can be realized, with a
priority on hard-to-reach and high-HIV-prevalence locations.
Job Summary:  The Program Management Specialist will
effectively represent the project to Kampala based stakeholders and ensure
adequate feedback on the project is sought and relayed back to the Lira based
team. S/he will work closely with Chief of Party, programs, finance and operations
staff based in the project’s central office in Lira to support various program
and administrative needs in Kampala. The Program Management Specialist reports
to the Chief of Party. S/he will provide support which includes, but is not
limited to:
Key Duties and Responsibilities: 
  • Liaising with Government Ministries and other Kampala based
    partners,
  • Advocate for and represent the project to Kampala based stakeholders
    – donor, GoU and others
  • Liaising with the Lira based project staff to ensure effective
    representation in stakeholder’s meetings and in other events.
  • In collaboration with the project team, representing, preparing and
    making presentations on behalf of the project in select relevant Kampala
    based meetings.
  • Providing prompt and accurate updates on events in which the
    incumbent represents the project
  • Following up with relevant Lira based personnel and units on agreed
    action points.
  • Participating in program and staff meetings either physically or
    virtually
  • Seeking and sharing feedback on the project from stakeholders and
    ensuring timely and timely and up to date feedback to the project
    leadership.
  • Providing input into the content of the project communication
    products
  • Coordinating and managing project organized appointments, meetings and
    events in Kampala.
  • Collating information, analyzing documents and writing reports.
  • Collecting and promptly sharing information on potential business
    opportunities that may be of interest to JSI.
  • Maintain thorough knowledge of the project including but not limited
    to project activities, strategies and impact.
  • Develop and foster relationships with the community, stakeholders,
    and other entities.
  • Collect, analyze, and utilize data and feedback to identify
    opportunities to improve the relationship between the project and other
    entities.
  • Promptly respond, as necessary, to incidents and other events
    related to or affecting the project.
  • Travel frequently to the project’s central office in Lira.
  • Additional responsibilities of a similar nature may be assigned from
    time to time in consultation with the job holder.
  • The job holder should be flexible and will be required to interface
    and work with cross functional teams within the organization.



Qualifications, Skills and Experience:
  • The applicant for the USAID RHITES-N Program Management Specialist
    job placement should hold a Master’s Degree in Public Health, Business
    Administration, Social Sciences or related field.
  • A minimum of five years’ experience in a related role.
  • Familiarity with USAID funded projects, regulations and procedures
    desired.
  • Sound knowledge of Microsoft Office – including Word, Outlook,
  • PowerPoint, Excel and Access a must
  • Proven and accurate word processing skills
  • Excellent communication skills both written and verbal
  • Excellent organizational skills – multi-task, Effective workload
    management and delivery on commitments.
  • Ability to take accurate minutes.
  • Ability to travel to Lira, as required.
  • Strong interpersonal skills, with the ability to communicate with a
    diverse group of people.
  • Ability to develop and summarize materials for reports on a frequent
    or recurring basis
  • Self-motivated with a willingness to take initiative and solve
    complex problems
  • Capability to negotiate with and influence others
  • Analytically and mathematically minded to analyze data and create
    necessary reports
  • Ability to thrive in a fast-paced and sometimes high-pressure
    Environment
