the Republic of Uganda has received a loan and a grant equivalent to
US$33million and US$10million respectively from the Islamic Development Bank
(IsDB) for the implementation of the Local Economic Growth (LEGS) Project. The
goal of the LEGS Project is to contribute to the achievement of Sustainable Development
Goals with main emphasis on (SDG) (i) No Poverty; (ii) Zero Hunger; (vi) Clean
Water and sanitation; (vii) Affordable and clean energy. This goal will be
achieved through provision of water for production and consumption and the
construction of basic rural and market infrastructure to increase household
income for small rural farmers in the project areas.
- Tasked with managing the procurement function of the LEGS project as
well as other PST projects that will be implemented; - Leading the preparation of Procurement Plans and the formulation of
a Procurement Monitoring Framework with respect to Local Economic Growth
Support (LEGS) Project and all the projects managed by the PST; - Instituting mechanisms to support the procurement function within
the PST and the Ministry of Local Government for goods, works and services
financed under the projects; including the preparation of Bidding
Documents, pre-qualification of bidders, notification, advertising, bid
opening and evaluation, award contracts and supervision. - Providing support in the preparation of Procurement Plans and the
formulation of a Procurement Monitoring Framework with respect to Local
Governments under the given projects; - Participating in the training of Local Governments and other
implementing agencies in key procurement skills and procedures; - Regularly assessing the performance of Local Governments with
respect to the procurement function under the project; - Maintaining procurement records of PST;
- Regularly conducting performance assessment of the procurement
function under the projects within the PST; - Leading the preparation of bidding documents, coordination of
evaluation of bids and their key activities under the PST; - Attending to other assignments as requested by the Coordinator
Programme Support Team (PST);
- The ideal candidate should have full professional qualification in
Supply Chain Management Discipline from a recognized awarding Institution
and a Bachelor’s degree in Procurement/Purchasing and Supplies. He/she
should have at least 8 (8) years of relevant work experience and skills
that include the following: - Procurement, Disposal and Contracts Management;
- Planning, Organizing and Coordination;
- Information and Communications Technology
- Concern for Quality and Standards;
- Ethics and Integrity, Communication and Time management
