Electrification Agency (REA) is the secretariat of the Rural Electrification
Board (REB) established by statutory instrument 2001 No. 75. REA is mandated to
implement Government’s rural electrification programs. The Government of Uganda
through REA is implementing a number of electricity connection projects with
financial support from development partners to meet national electricity access
targets.
Job Summary:  The Principal Environmental Officer will lead
Environmental and Social Safeguards function including policy and provide
overall guidance and management of the environmental and social aspects of the
Rural Electrification projects, engage with departments, supervises and
coordinates the involvement of the environmental and social safeguards team at
the program and project levels.
Key Duties and Responsibilities: 
  • Lead and coordinate the environmental and social impact studies of
    Rural Electrification Projects in accordance with the National and Donor
    Environmental/Social requirements and Safeguard Policies respectively.
    This may involve acquisition and supervision of Environmental Consultants who
    undertake the required environmental and social impact studies or may
    require the Principal Environmental Specialist to undertake and prepare
    Project Briefs for Rural Electrification Projects whose implementation
    time is critical.
  • Coordinate and lead in implementation and management of the Clean
    Development Mechanism (CDM) project including liaising with the project
    stakeholders to ensure smooth running of the project.
  • Coordinate the participation of environmental and social safeguards
    unit in Feasibility studies of packaged Rural Electrification Projects and
    undertake Environmental Screening and/scoping of the projects with a view
    of advising Management on the level of EIA to be undertaken.
  • Coordinate and lead in the review of the Consultants Inception
    Reports, Project Brief Reports and/or Environmental Impact Study Reports
    on Environmental and Social impacts and provide guiding comments on
    technical adequacy of the contents of the reports (based on approved TORs
    and the National Environmental & Social requirements and applicable
    donor requirements) and advise Management on appropriate action. This task
    may in addition involve Review of payment certificates, consultancy fee
    notes and invoices and accordingly recommend appropriate action by
    Management.
  • Coordinates and leads in developing Environmental Management and
    Monitoring Plan for each Rural Electrification project, and ensure the
    inclusion of the implementation arrangements and associated costs in the
    Biding / Procurement documents, for hiring of services of both the
    Construction Works Contractors and the Supervising Consultants.
  • Coordinate and lead in monitoring of all Rural Electrification
    projects on Environmental and Social management aspects and accordingly
    compile reports for both internal and external use, and ensure compliance
    with the relevant Government of Uganda Environmental and Social
    Requirements and the Environmental and Social Safeguards of the respective
    funding/development partners.
  • Liaising with relevant Government Agencies on Environmental and
    Social Management aspects of the Rural Electrification projects to ensure
    their smooth implementation.
  • Participate in the preparation, implementation and monitoring of
    participatory Resettlement Action Plans (RAPs).
  • And any other duties that may be assigned by the supervisor.



Qualifications, Skills and Experience: 
  • The applicant must hold a Bachelor’s degree in physical science or
    Environmental Science Field from a reputable University.
  • A Master’s degree in Environmental Science/Management from a
    recognized University are essential requirements.
  • A qualification in energy efficiency, renewable energy and/or
    general energy management is an added advantage.
  • At least 8 years of relevant professional experience in
    environmental management from a reputable Organization, of which 5 years
    must be in the field of environmental and social impact assessment,
    auditing and monitoring.
  • Demonstrable knowledge and ability to actively engage on a range of
    environmental issues in the energy sector including: Energy Sector
    Technologies, renewable energy projects, energy efficiency, low carbon,
    and application of climate change issues with specific focus on Clean
    Development Mechanism.
  • Proven technical understanding of Key Environmental Management
    Tools, notably Environmental Impact Assessment, Environmental Audit,
    Environmental monitoring, and reporting in electricity distribution
    related projects.
  • Understanding and knowledge of Environmental Laws, Regulations and
    Guidelines applicable to energy projects.
  • Practical Knowledge and 5 years demonstrable experience in
    Environmental and Social Safeguard requirements of donor funded projects
    like the World Bank, African Development Bank, NORAD, JICA is a must.
  • Demonstrable   knowledge and
    experience in developing and implementing carbon finance projects.
  • Knowledge of Way leaves acquisition and the process of compilation
    of a Resettlement Action Plan.
  • Ability to work in a multicultural environment and in an
    inter-disciplinary team, having well developed interpersonal,
    communication, public relations and community mobilization skills.
  • Excellent analytical, reporting, organizational skills and working
    knowledge of key Computer applications.
