Job Summary:   The Monitoring Assistant (Resilience) will be
responsible for providing support to programmes, processes and activities that
facilitate the effective delivery of the resilience and livelihood programmes,
and supporting general food assistance in specific coverage areas under the
Yumbe Field Office
Key Duties and Responsibilities: 
  • Plan, coordinate and monitor the implementation of WFP’s resilience
    and livelihood activities within the Arua FO areas of operation in
    accordance with the WFP standard guidelines/practices and report progress
    periodically to the Programme Associate / Head of Field Office for their
    information, reflections and actions;
  • Draft project concepts, proof-read reports, documentation,
    correspondence, etc., making changes in line with established guidelines
    where appropriate.
  • Work closely with all partners including NGOs, government institutions,
    communities etc. and assist in assessment, planning, design, technical
    material preparation, training, implementation, monitoring and evaluation
    and reporting of planned projects;
  • Support and facilitate capacity building of cooperating partners and
    sub-national government officials to prepare for and respond to resilience
    and livelihood needs.
  • Maintain information record and monitoring plans, documentation,
    such as record of food and non-food item movement and programme checklist,
    to assist in the effective delivery and distribution of food item or
    non-food item.
  • Provide guidance and training in the new food assistance collection
    system in accordance with clear direction, to build capacity of another
    staff
  • Prepare detailed monitoring plans, case studies, qualitative and
    quantitative reports based on field monitoring findings on context,
    process and outcomes, including recommended follow-up actions to ensure
    program goals are achieved. Share such reports with Programme Associate /
    Head of Field Office and ensure follow-up actions are implemented on a
    timely basis
  • Assist in the consolidation weekly reports and provide monthly
    thematic updates for the output of the field office reports periodically
    and timely. Collate information for inclusion in reports, documents and
    correspondence, to support the effective work of other staff.
  • Verify resilience and livelihood data from partners / health
    facilities before it is uploaded in the database in the Information
    Management system (PROMIS and COMET).
  • Support in the verification of partner accountabilities against
    programmes implemented to be submitted for review by the Programme
    Associate and clearance by Head of Arua Field Office.
  • Identify risks and apparent issues in the programme, and report them
    to the appropriate personnel for mitigation measures timely
  • Ensure the visibility of WFP in the coverage areas at the Final
    distribution points and programme sites
  • Assist in organizing meetings, workshops, mission visits as assigned
    and maintain a well-coordinated working relationship with key stakeholders
    especially district / government officials and partners
  • Perform any other related duties as required

Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UN World Food Programme
    (WFP) Monitoring Assistant (Resilience) job placement should hold a
    Bachelor’s degree in Nutrition, Agricultural Science, Social Science,
    Development Studies etc. from a recognized university.
  • At least three (3) years of progressive responsibility in emergency and
    development contexts, with demonstrable capacity for evidence based
    monitoring, as well as analyzing programme output and outcome data,
    including conducting quantitative and qualitative analyses, and reporting
    findings to management, partners and other stakeholders.
  • Exposure to work related to agricultural extension service, food
    security, farmer support services, asset creation and other resilience
    programmes.
  • Experience in emergency and refugee operations especially in
    northern Uganda is desirable.
  • Experience in organizing and implementing training, community
    consultations and negotiations in scenarios of cultural and language
    difficulty.
  • Fluency in English and any or more of the following languages: Luo,
    Acholi, Lugbara, Madi, Kakwa, Aringa, Alur and Langi.
  • Previous experience in analysing programme output and outcome data
    is desired
  • General knowledge of WFP monitoring and evaluation systems and
    standards.

  • Strategic Management: Displays basic understanding of WFP’s policies and strategies to
    perform monitoring and/or evaluation activities and their
    inter-relationship.
  • Performance Management: Applies knowledge of WFP’s performance management system to manage
    resources and relationships to undertake monitoring actions or deliver
    straightforward evaluations of operations, programmes, or processes to WFP
    monitoring and/or evaluation quality standards.
  • Qualitative/Quantitative Methodology: Understand and applies an appropriate
    mix of established methods and data collection tools to monitoring,
    reviews or straightforward evaluations, in line with WFP’s strategic and
    operational results frameworks (metrics), WFP guidance and technical
    standards.
  • Data Analytics and Visualization: Collects and summarizes programme data, including information on shipments,
    distribution site logistics, the status of personas in need, and
    beneficiaries planned and reached for all programme assistance modalities
    and activities.
  • Programme Monitoring and Review: Gathers, organizes, and provides data on programme outputs,
    processes, and outcomes, including distribution plans and the status,
    quantity, and quality of food and cash distributed and technical
    assistance provided.
Technical Competences:
  • Strategic thought:
    Able perform monitoring and/or evaluation activities and their
    inter-relationship, and link them to the higher programmatic aspirations
    and outcomes
  • Performance Management: Good grasp of performance management systems to manage resources
    and relationships to undertake monitoring actions or deliver straightforward
    evaluations of operations, programmes, or processes, to defined monitoring
    and/or evaluation quality standards.
  • Qualitative & Quantitative Methodology: Able to understands and applies an
    appropriate mix of established methods and data collection tools to
    monitoring, reviews or straightforward evaluations, in line with
    established strategic and operational results frameworks (metrics),
    guidelines and technical standards.
  • Data Analytics & Visualization: Able to collect and summarize programme data, including information
    on shipments, distribution site logistics, the status of persons in need,
    and beneficiaries planned and reached for all programme assistance
    modalities and activities.
  • Programme Monitoring & Review:  Able to gather, organize, and provide data on programme outputs,
    processes, and outcomes, including distribution plans and the status,
    quantity, and quality of food and cash distributed and technical
    assistance provided.
