About US:
The Public
Procurement and Disposal of Public Assets Authority (PPDA) is established under
the PPDA Act No.1 of 2003 to develop standards and regulate procurement and
disposal practices in respect of all Procuring and Disposing Entities which
include Central Government Ministries and Departments, Local Governments, State
Enterprises, Constitutional and Statutory Bodies and post primary training
institutions.
Key Duties and Responsibilities:
  • Participate in the development of the Capacity Building and Advisory
    Services
  • Strategy and Work Plan to ensure that interventions will result in
    enhanced cost effectiveness in public procurement and disposal.
  • To participate in monitoring and improving the effectiveness of
    capacity building interventions, aiming to maximize return on investment.
  • To design and deliver capacity building interventions that will
    equip participants with the practical skills and knowledge that will
    enable them to carry out cost effective procurement and disposal.
  • To develop and distribute training materials that will influence
    stakeholders to improve value for money in public procurement and
    disposal.
  • To organise capacity building workshops and other fora that will
    have a significant impact on the quality of public procurement and
    disposal in Uganda.
  • As tasked by the Capacity Building Manager, to assist entities who        are engaged in procurements, with
    priority given to high-spend procurements, guiding them to overcome
    challenges and achieve value for money.
  • Participate in the assessment of the impact of capacity building
    interventions.



Qualifications, Skills and Experience: 
  • The applicant must hold an Honours degree in Procurement, Economics,
    Engineering, Law, Education, Business Administration and Social sciences.
  • Full membership of CIPS.
  • A Post graduate Diploma in Procurement is an added advantage.
  • A certificate in training of trainers (TOT) will be an added
    advantage
  • Three years’ experience in Capacity building in Procurement
  • Excellent communication skills
  • Managing learning
  • Planning and preparing instruction skills
  • Presentation skills
  • Report writing
  • Analytical Skills
