Job Summary:  The Senior Finance Officer will be responsible
for assisting the Finance Manager in financial reporting and monitoring. S/he
will also support the field based finance officers, area coordinates, grants
development unit the Finance Manager in the area of grants management, donor
reporting and compliance. S/he will also deputize for the Finance Manager. All
applicants must agree with and uphold the values and objectives of the
organization to be considered for this position. S/he will be based in Kampala
but may travel up to 20% of the time to various field sites.
Key Duties and Responsibilities:
  • Manage review of financial transactions and supporting documentation
    in an organized and professional manner.
  • Ensure financial/accounting activity is carried out in accordance
    SP’s field accounting policies.
  • Review all payment requests and process wire payments
  • Manage the reconciliation of cash at all sites on a weekly basis and
    investigate any over/under situations.
  • Provide support to Base Manager and/or Program Managers with regard
    to financial policies/practices and budget management as required.
  • Identify areas for financial and administrative improvement and work
    to implement feasible improvements.
  • Assist with preparation of monthly bank reconciliation for all SP
    Bank accounts.
  • Assist Finance Manager in preparing Journal Entries and finalizing
    all transactions and documentation related to the financial close process
    each month
  • Assist with the review of local payroll and payroll taxes for all
    field sites on a monthly basis.
  • Review budgets for accuracy and correct coding before they are
    uploaded in the system
  • Record income received on internal and external awards
  • Prepare grant reports, maintain compliance checklists and update
    grants tracker on monthly basis; inform relevant support staff of ending
    grants in advance
  • Send updated fund numbers to staff in liaison with the Program
    Development Officer
  • Keep abreast of changes in the finance sector such as taxation
    policies and update the finance manager
  • Assist the Finance Manager in charging monthly indirect costs for
    all applicable external awards
  • Assist the team in troubleshooting system issues such as errors
    while posting journal entries
  • Communicate any Serenic updates with all field finance officers
  • Send monthly project activity reports (PARs); create journal entries
    from Project Managers’ feedback
  • Support the Finance Manager in orientation of new staff on financial
    management procedures and train project teams on effective grants
    management; support Project Managers to analyze budget versus actual
    spending in a timely manner and to understand burn rate
  • Effective grantee management, assist Finance Manager to review
    reports and effect timely payment of tranches
  • Provide technical support to Field Finance Officers
  • Ensure that SP finance and procurement policies are uniformly
    applied by all SP Uganda programs, in close liaison with SP Area
    Coordinators, Program Managers and the Finance Manager
  • Maintain up to date softcopy and hard copy payroll and statutory
    deduction files
  • Ensure all statutory payments are made before deadlines; liaise with
    Tax consultant in case of anomalies in PAYE tax
  • Manage cash flow to ensure adequacy of funds at Kampala office and
    all sub offices
  • Assist in conducting audits
  • Follow up with all Finance Officers to ensure timely month end
    process
  • Ensure all Balance Sheet reconciliations are made on a monthly basis
  • Prepare monthly folders for all signed cash reconciliations, bank
    reconciliations and cash balances report
  • Ensure digital/paper records are maintained and organized by Finance
    Officers in liaison with the Digital records officer and update the
    finance manager
  • Review weekly general ledger reports for the Country Office and make
    necessary adjustments
  • Upload Payroll into the Bank integrator
  • Follow all procedures provided by Finance Manager
  • Perform other duties as assigned



Qualifications, Skills and Experience: 
  • The applicant must hold a a Bachelor’s Degree (B. A.) from four-year
    College or University in Accounting/Finance or related field. CPA/ACCA
    part II level of education
  • Seven years of relevant work experience in Finance Management.
  • Previous experience in coordinate both financial and programmatic
    functions of Finance management in donor funded programs like DFID, USAID
    and UN agencies.
  • Excellent Knowledgeable of local and national tax regulations
  • He/She should be dynamic, Self-starter or initiative taker with high
    level of integrity, must be faster leaner personable
  • Good team player
  • He/She should possess excellent reasoning ability in analytical and
    strategic thinking, with excellent knowledge of computer applications, in
    particular proficiency required in (Ms Excel, Accounting Software e.g.
    Serenic Navigator)
