operations in West Nile and South western Uganda. We provide Comprehensive
Primary Health Care, Reproductive Health, HIV/AIDS and Nutrition.
Job Summary:  The Security & Volunteer Officer will
ensure implementation of the security plans and all matters relating to safety
and security operations and management at MTI-Uganda. The incumbent will also
oversee the planning, budgeting and movement of International volunteers and
MTI visitors; deliver security training; provide support with local volunteer
recruitment and deployment.
Key Duties and Responsibilities: 
  • Provides assistance to the Country Director in the implementation of
    the Country Safety and Security plan, including ensuring that all MTI
    personnel are covered by the instruction.
  • Work in close coordination with humanitarian response team, ensures
    availability of updated procedures for dealing with emergencies involving
    MTI staff in all project locations & offices.
  • Provides advice on the selection and procurement of appropriate
    equipment for security (vehicles, telecommunications equipment, etc).
    Monitors the procurement, deployment and functionality of the same.
  • Conducts MTI security risk assessments and periodic appropriate
    security assessments of MTI premises and equipment and provides advice on
    shortfalls in security preparedness with recommendations & solutions.
  • Coordinates with the staff in implementing MTI security measures and
    procedures (access control of visitors and vehicles.
  • Liaises with host government agencies, local authorities responsible
    for security, law and order, counterparts in UN and diplomatic missions
    and district leaders. Be alert for a 24 hour response to all security
    & safety related incidence involving MTI staff.
  • Under the direction of management review the impact of security
    factors on MTI Programme design and delivery, as well as the potential
    impact that programmes might have on stability and security (both positive
    and negative), and makes preliminary recommendations regarding possible
    security needs and improvements.
  • Coordinates MTI Volunteers travel, accommodation and movement within
    the country
  • Provides timely and accurate security advice and briefing to all
    staff and International volunteers;
  • Immediately report all security and safety related incidents
    involving MTI staff to management
  • Assists in the preparation of MTI security reports (Incident, Weekly
    & monthly Reports
  • Provides assistance in the conduct and follow up of investigations
    and incidents affecting MTI staff and offices.



Qualifications, Skills and Experience: 
  • The ideal candidate must hold a University Degree or equivalent in
    Political science, Military studies, security management, International
    Relations, law enforcement or related field
  • At least three (3) years relevant experience in Security, preferably
    in police or related field of work. Computer training required; Outlook,
    MS word, Excel, PowerPoint Prior experience with UN system or
    international NGO is required 
  • Experience in coordinating local and
    international volunteers.
  • Knowledge of country safety codes
  • Possess a clean and valid driver’s licence;
  • Ability to travel upcountry frequently.
