(NVPPCL) seeks to recruit highly motivated and dynamic individuals to fill the
following positions on a contract basis for a project. The project is focused
on improving access to justice for all, through improved accountability of duty
bearers; and an empowered citizenry that ably articulates their rights. The
project concentrates on media activities which help the poor and vulnerable
persons to access justice and create awareness on their rights. The project
envisages amplifying the voices of the voiceless and responsiveness of office
bearers leading to an improved community justice that respects and promotes
human rights. The project will operate over a period of eighteen months.
Job Summary:  The Monitoring and Evaluation Officer will
mainly develop, coordinate and implement a systematic learning, monitoring and
evaluation framework to improve the qualitative and quantitative evidence and
information gathered in line with the established project standards and
guidelines.
Key Duties and Responsibilities: 
  • Develop the overall framework, for project Monitoring &
    Evaluation, impact assessment, midterm project review, final evaluation
    and a project Performance Monitoring Plan with relevant data collection
    systems.
  • Assist in the development and/or finalization of the project work
    plan ensuring it is updated in line with the project activities and
    timeframes.
  • Assist in the revision of the project log frame matrix, particularly
    in the areas of performance indicators and their measurement;
  • Develop baseline data for each project component and for all project
    indicators.
  • With collaborating partners, review existing approaches and
    management information systems and agree on any required changes, support
    and resources.
  • Provide technical assistance to the implementing agencies/
  • project partners, particularly in relation to monitoring, reporting
    and governance issues.
  • Maintain and administer the Monitoring & Evaluation database;
    analyze and aggregate findings.
  • Support project progress reporting, project mid-term review and
    final evaluation.
  • Monitor all project activities, expenditures and progress towards
    achieving the project output;
  • Suggest strategies for improving the efficiency and effectiveness of
    the project by identifying bottlenecks in completing project activities
    and developing plans to minimize or eliminate such bottlenecks;
  • Report monthly, quarterly, half-yearly and annual progress on all
    project activities to the Project Coordinator;
  • Develop a plan and conduct capacity assessment on existing
    monitoring and evaluation system, any computer based support required, and
    develop indicators and a monitoring strategy for the project;
  • Provide inputs, information and statistics for quarterly, annual and
    other reports to Project Management Team;
  • Identify lessons learned and develop case studies to capture
    qualitative outputs of the project and provide advice to the supervisor on
    improving project performance using M&E findings.



Qualifications, Skills and Experience: 
  • The applicant must hold a Bachelor’s degree in Business
    Administration, Statistics, Economics, Public Policy or in a related field
    from a recognized institution.
  • Advanced certificate in Monitoring and Evaluation, Statistics or
    Economics will be preferred.
  • Three years of relevant working experience developing and
    implementing M&E activities.
  • Experience in designing, implementing, and operating project M&E
    systems from project initiation to closeout stages.
  • Experience in designing and managing beneficiary monitoring and
    database systems.
  • Experience in strategic planning and performance measurement,
    including indicator selection, target setting, reporting, database
    management, and developing M&E and performance monitoring plans.
  • Proficient in office software applications.
  • In-depth knowledge on MIS, M&E and data management.
  • Knowledge of the major evaluation methodologies (e.g. qualitative,
    quantitative, mixed-method, and impact) and data collection and analysis
    methodologies.
  • Excellent knowledge of monitoring and the application of
    methodology; good understanding of capacity assessment methodologies;
    excellent ability to identify significant capacity building opportunities;
  • Research skills;
  • Ability to conceptualize, analyze, interpret and report on M&E
    results.
  • Excellent communication (oral and written) skills.
  • Excellent interpersonal skills.
  • Self-motivated with the ability to work independently.
  • Consistently approach work with a positive and constructive
    attitude.
  • Result oriented.
