(JMS) is a Church founded private not-for-profit organization whose mission is
to supply medicines, medical equipment and related healthcare services, and
training of assured quality to the people of Uganda at affordable prices. It
was established in 1979 as a joint venture between the Uganda Catholic Medical
Bureau (UCMB) and the Uganda Protestant Medical Bureau (UPMB).
Job Summary:  The Information, Communication and Technology
(ICT) Manager will plan, implement, monitor and manage JMS information,
communication and technology systems so as improve efficiency and productivity
of the JMS operations. The roles of the job will include but not limited to
process review, advisory services, software development, database management,
systems support, network management, communication enhancement and training of
JMS staff and other stakeholders on information technology needs.
Key Duties and Responsibilities: 
  • Take a lead role in development, review and operationalization of
    policies, standard operating procedures and industry standards.
  • Design, improve and maintain Disaster Recovery plans
  • Develop technical and functional specifications for hardware and
    software
  • Plan the acquisition, storage and inventory control of all computer
    hardware and software
  • Install, test, commission, maintain and decommission computers and
    related software
  • Troubleshoot and maintain computer systems and devices
  • Provide first line support for ERP systems to users for optimal
    performance
  • Implement security measures to safeguard the integrity and
    confidentiality of JMS data.
  • Develop and implement annual ICT work plans, budget and provide
    periodic reports to Management.
  • Manage and maintain ICT infrastructure and ensure smooth processes,
    liaise with the service providers to ensure the systems are running
    efficiently and carry out routine backups and/ or restoration of the email
    / internet system.
  • Ensure security parameters are properly set up and anti-virus
    programs, operating systems and other vital applications are up to date
    and running at all times
  • Regularly monitor information Technology trends, provide timely
    advice to management for replacements or upgrades and maintain an up to
    date inventory of all computer hardware and software.
  • Identify ICT user training needs, develop and conduct internal
    training programs and/or recommend appropriate action.
  • Monitor the networks technical performance and recommend appropriate
    measures
  • Maintain up-to-date Anti-virus and Anti-spam systems across the
    network
  • Configure servers, switches, routers, hubs, users, client PCs and
    network printers for proper sharing and access to network services
    according to the set policies
Key Result Areas:
  • DRP and BCP update and maintenance
  • Hardware and server installation and optimization.
  • Internet, LAN, WAN optimization
  • Telephone, Television and other electronic devices maintenance and
    optimization
  • Network security systems update and maintenance
  • Software installation and licenses
  • Software and mobile apps development and launch
  • DBA, ERP and related software maintenance
  • User training



Qualifications, Skills and Experience: 
  • The ideal candidate for the Joint Medical Store (JMS) Information,
    Communication and Technology (ICT) Manager job must hold a Bachelor’s
    Degree in Computer Science or Information Technology.
  • Certification in MCSA, CSA, CCNA and any other networking
    certification.
  • Cisco Networking Certifications
  • Virtualization Technologies (Hyper-V, M. VMware, Citrix)
  • Masters qualifications in Computer Science or Information Technology
    is desired
  • Four years of experience in a busy ICT environment.
  • Practical experience with an ERP system such as IFS, Navision
    Financials / Attain, SAP, JD Edwards, MACS/SAGE and database management.
  • Conceptual, analytical and problem solving skills
  • Advanced computer skills (hardware and software)
  • Communication skills
  • Quality control
  • Strategic thinking
