Job Summary:  The Programme Officer – Great Lakes will work
with high-end stakeholders, while facilitating implementation of interventions
at the community level. The Great Lakes Programme Officer shall be charged with
the responsibility of developing of a nexus between conservation and
production, hence the requirement to work very closely with stakeholders in the
conservation, natural resources management, and agricultural supply chain
sector. The Officer shall be expected to have a full range understanding of the
necessary investments by farming communities that do not hamper conservation
efforts. Linkages with private sector actors will be key in attracting investors
into the supply chain. Solidaridad Eastern & Central Africa offers an
opportunity to work with an innovative and dedicated network of professionals
across the Region.
Key Duties and Responsibilities: 
Project
Implementation:
  • Carry out basic research and documentation in collaboration with
    other actors (including baseline, scoping, and impact studies);
  • Develop capacities of farmer trainers / facilitators in supporting
    communities to establish supply chains that target to conserve the natural
    resources while providing a livelihood to farmers;
  • Actively facilitate the development and implementation of pilots
    that will entail training of communities on good practices for selected
    supply chains;
  • Provide technical support to conservation committees and facilitate
    their linkage with other networks and resource institutions;
  • Carry out basic research and documentation in collaboration with
    other actors (includes baselines, scoping studies and other impact
    studies);
  • Develop capacities of farmer trainers/facilitators in supporting
    communities to establish supply chains that target to conserve the natural
    resources while providing a livelihood to farmers;
  • Facilitate the development and implementation of pilots that will
    entail training of communities on good practices for selected supply
    chains;
  • Provide technical support to conservation committees and facilitate
    their linkage with other networks and resource institutions;
  • Main Liaison between community, local authorities and national level
    stakeholders in terms of resource management and issues related issues for
    policy advocacy and development;
  • Work with the project advisory teams and private sector to develop
    key business cases that aim at increasing performance of key supply
    chains;
  • Promote mechanisms that allow target communities to have a strong
    voice in dealing with actions aimed at increasing productivity while
    protecting/conserving the existing natural resources;
  • Build community and stakeholder capacities on relevant laws;
    sub-decrees, biodiversity and environmental principles around the highly
    conservation areas;
  • Represent Solidaridad Eastern & Central Africa at National level
    and at field level by regularly joining key events such as community
    meetings, consultations, and workshops;
  • Conduct capacity assessment for key stakeholders and develop the
    necessary stakeholder networks required for implementation of the project;
  • Support all aspects of project implementation as stated in the
    proposal document.
Planning and
Reporting
  • Develop project-based work plans and ensure implementation of agreed
    on actions;
  • Progressively monitor and evaluate project activities through a
    regular communication and interaction with project’s target beneficiaries
    and partners, including local authorities;
  • Actively contribute to the Great lakes project learning though
    evaluating and documenting the project;
  • Prepare relevant periodic project reports, plans and budgets in a
    timely manner;
  • Undertake other appropriate tasks as assigned by the Supervisor.

Qualifications, Skills and Experience: 
  • The ideal candidate must hold a Bachelor’s Degree in Agricultural
    Sciences, Environmental Sciences, Natural Resources and related areas of
    study;
  • At least three years of experience in agricultural value chain
    development (Added advantage);
  • Excellent strategic thinker and problem solver who aligns strategies
    and decisions with programmatic and organizational goals;
  • Exemplary interpersonal skills with a strong client orientation,
    good listener with a demonstrated ability to forge effective, collaborative
    relationships and respond to changing situations with flexibility;
  • Possess sound judgment, flexibility, and a high degree of personal
    accountability including setting high standards of excellence and
    accuracy;
  • Expertise with survey and research design protocols.
  • Knowledge and experience of the role of civil society in promoting
    environmental conservation;
  • Previous experience from working with social protection and
    humanitarian assistance programmes;
  • Experience of mainstreaming cross-cutting issues, particularly
    gender, governance, environment and/or Social Protection;
  • Case Study preparation and Private Sector engagement;
  • Knowledge in Tea, horticulture or aquaculture supply chains;
  • Knowledge in climate change and natural resources management
    aspects;
  • Ability to interact with both high-level stakeholders and community
    institutions;
  • Good report writing and communication skills, and ability to work
    with minimal supervision.
