Job Summary:  The Program Manager, Education, is responsible
for leading, coordinating and managing the strategic development, successful
implementation, delivery and Monitoring and Evaluation (M&E) of all WCC
education programs and projects in Uganda. He/she will be responsible to
oversee grant management, including budget preparation and monitoring,
partnership development and management, quality and timely preparations of internal
and donor reports, as well as management and development of WCC education
program teams in Uganda including direct line management of Education Project
Managers. The Program Manager, Education, will also contribute towards and
support the strategic development and management of WCC programs and operations
in Uganda as required by the Country Director or Head of Programs in order to
optimize overall effectiveness and impact.
Key Duties and Responsibilities: 
Program development
and management:
  • Analyze and maintain up-to-date understanding of the relevant
    development context and key stakeholders; and the education sector in
    particular at national level and WCC education program target districts in
    Uganda.
  • Develop and maintain a coherent education programme strategy in line
    with the Country Strategic and Annual Plans
  • Initiate and manage assessments to identify evolving needs and
    priorities in the education sector; through development of new project
    ideas, proposal and budgets;
  • Ensure cross cutting themes of Child Safeguarding and Gender are
    fully incorporated into all education programme development and
    implementation;
  • Be the focal person for WCC Uganda education program and liaise with
    education programme managers in other WCC countries for cross country
    program learning and quality program development.
Grant management:
  • Responsible for effective grant management of all WCC education
    projects in Uganda in accordance with the approved project documents and
    WCC policies.
  • Carry out monthly and quarterly budget variance reviews, in
    consultation with the Project Managers, Head of Programs and Finance &
    Administration Manager, develop and implement actions to address any
    potential challenges in a proactive manner;
  • Working closely with the Finance and Administration Manager and Head
    of Programs, support and ensure the preparation and timely submission of
    quality internal and donor financial reports for all WCC education
    projects.
Monitoring,
evaluation, accountability and Learning (MEAL):
  • In consultation with the MEAL Manager and Head of Programs, develop
    and lead the implementation of MEAL plans and systems for WCC education
    program and projects in Uganda;
  • Working closely with project managers and the MEAL manager to ensure
    continuous assessment and documentation of information to determine the
    effectiveness and progress of the education program and projects
    implementation and results;
  • Working closely with Project Managers and the Head of Programs, be
    responsible for the preparation of timely and high quality internal and
    donor project reports, ensuring full compliance both with WCC and donors
    requirements.
Partnership
development and management:
  • Ensuring the application of WCC Partnership Policy, and within the
    framework of the Country Strategic and Annual Program Plans, lead the
    development and management of new and existing strategic partnerships for
    the effective development and implementation of the education program;
  • Develop and implement systems and mechanisms for continuous
    assessment, analysis, documentation, and dissemination of information,
    data and learning on the effectiveness and results of WCC education
    program partnerships.
Human resource (HR)
and operations:
  • Be responsible for performance-based line management and supervision
    of education Project Managers;
  • Provide leadership, management and capacity building support to
    education Project Managers and teams, including identification of capacity
    building needs, planning and delivery of organized and on the job
    training, mentoring and coaching;
  • Working closely with the Logistics and Security Manager, develop
    plans for procurement of goods, supplies and services for each education
    project, ensuring timely submission of procurement requests as well as
    up-to-date recording, management, accountability and utilization.

Qualifications, Skills and Experience: 
  • The applicants for the War Child Canada Program Manager, Education
    placement must hold a First or post graduate degree or equivalent
    qualification in education or other related field.
  • At least five years senior level work experience in the management
    of education program or other related field.
  • Strong knowledge and experience of Monitoring and Evaluation
    (M&E) of education programs, including developing, implementing and
    reviewing M&E plans and systems.
  • Proven experience and skills of grant management, including ability
    to develop, manage and monitor program and project budget.
  • Firm belief in Child Safeguarding, Gender Equality and Human Rights
  • Experience or good understanding of Theory of Change based
    approaches
  • Able to travel, at times at short notice, and spend time away from
    work base and home.
