2011: The Universities and Other Tertiary Institutions Acts, 2006
(Establishment of Uganda Petroleum Institute, Kigumba) in July, 2011. The
mandate of UPIK is to provide a world-class education in geosciences and
petroleum engineering in order to support and advance the petroleum and energy
sectors in Uganda, East Africa and beyond.

Key Duties and Responsibilities:
- Assist to provide regulatory guiding principles of the law and
explain it to the end users in relation to their procurement requirements.
- Assist to develop appropriate terms and conditions of the proposed
contract in consultation with the end users or technical Specialists, - Assist to implement the UPIK Inventory Policy and keep procurement
registers up-to-date? - Assist to identify, mitigate and de-escalate procurement risks to
enable the Institute meet its obligations - Assist to maintain all procurement related documentation and manage
both Internal and external relationship Provide guidance for preparing
Terms of Reference and Specifications Prepare requests for quotations,
proposals and other bidding documents. Coordinate the preparation and
Issuance of solicitation bidding documents and advertisements of bid
opportunities. Assist to administer the bid opening, evaluation, approval,
award and contracts management - Assist User Units in the Institute to initiate, prepare and update
Procurement Plans - Assist to confirm the estimated costs on the procurement plans
requisitions, w order to determine the appropriate procurement method. - Perform any other duties assigned from time to time
Qualifications, Skills and Experience:
- The applicant must hold an Honors Bachelor’s degree in Procurement
and Supply Chain & Management with at least 3 years relevant
experience from a reputable organization OR a Diploma in Procurement and Supply Chain Management and must possess a
procurement profession qualification (e.g. CIPS) with at least 5 years’
experience from a reputable organization - Basic procurement knowledge of the application of the PPDA Act &
Regulations or donor procurement guidelines will be an added advantage - Age: Below 40
years
