Bureau of Standards (UNBS) is a statutory body under the Ministry of Trade
Industry and Cooperatives responsible for standardization, Quality Assurance,
Metrology and Laboratory Testing (SQMT) with the objective of facilitating fair
trade, promoting local industries and Consumer protection. The Uganda National
Bureau of Standards (UNBS) is a statutory body under the Ministry of Trade,
Industry and Co-operatives established by the UNBS Act Cap 327 and became
operational in 1989. It is governed by the National Standards Council and headed
by the Executive Director who is responsible for the day-to-day operation of
UNBS.
Key Duties and Responsibilities: 
  • Develop and implement training and
    development plans and budgets for all staff in accordance with competence
    gaps.
  • Conduct training needs assessment (TNA)
    for staff, develop and implement an annual training curriculum for each
    group in line with organizational training policy.
  • Prepare reports to management on career
    development needs of the organization and recommend where necessary, any
    modification of the existing system.
  • Prepare and implement annual induction
    programs for the new staff in line with the annual recruitment plans.
  • Develop training proposals tailored to
    staff needs and prepare and facilitate in training programs.
  • Develop tools to monitor and evaluate
    the executions of the trainings in accordance with departmental plans.
  • Review performance and learning
    appraisal records, identify competence gaps and track career growth plans
    annually in line with HR policy.
  • Develop and implement capacity building
    strategies and succession plans in line with departmental needs and the
    Human Resources manual.
  • Provide continuous guidance, assessment,
    coaching, and counseling of staff as may be required, in line with the
    Human Resources Manual.
  • Monitor the implementation of training
    and mentoring programs for staff to assess their quality and return on
    investment.

Qualifications, Skills and Experience: 
  • The applicant for the UNBS Principal
    Human Resource Officer – Learning and Development job opportunity should
    hold a Master’s degree in either Human Resource Management, Industrial
    Psychology, Business Administration (Human Resource/Management options),
    SWSA, Social sciences from a recognized University/Institution,
  • Honours Bachelor’s degree in either
    Human Resource Management, Industrial Psychology, Business Administration
    (Human Resource Management option), SWSA, Social Sciences or related
    qualifications from a recognized University/Institution
  • At least eight years of working
    experience in human resource management at least 3 of which should have
    served at a level of Senior Human Resource Officer in a reputable firm or
    Institution.
  • Membership to a recognized professional
    body will be an added advantage
  • Hands-on supervisory competencies with
    capacity to multi-task and deliver results efficiently with minimal
    supervision
  • Proven people leadership and functional
    management competencies with hands-on skills in Risk Management and
    internal controls in the functional areas
  • Be computer literate with skills in MS
    Word, Excel, PowerPoint, and the Internet applications
  • The successful candidate must have a
    high level of integrity and professionalism, Communication, Teamwork and
    Analytical skills.
  • Age: Between 30 and 45 years
