About GOAL’s Nutrition Programme:
GOAL Uganda is part
of a consortium led by Tufts University to conduct a research project (One
Nutrition in Complex Environments (ONCE)) funded by USAID which aims to pilot
and carefully measure the effects of a multi-level multi-sectoral nutrition
intervention in Agago District, Northern Uganda, and determine potential for
scale up in a complex environment.  The research has three
aims;  
  • Aim 1: Implement and test two approaches
    to nutrition: (1) GOAL’s Nutrition Impacts Positive Practice (NIPP)
    program and (2) NIPP in combination with a “value-added” integrated
    approach (NIPP+). The latter includes access to innovative low-cost tools
    and technologies relating to a) WASH, b) animal health and c)
    agriculture. 
  • Aim 2: Identify best-practices emerging
    from the implementation of the two approaches (NIPP alone and NIPP+)
    through process and program monitoring for effective integration,
    implementation, scale-up, and uptake.
  • Aim 3: Study the sustained impact of the
    NIPP approach and the ”value added” package (NIPP+) on knowledge and
    practices by gender within participating households, environmental risk
    factors, child health  and nutritional status through a rigorous
    impact evaluation and longitudinal monitoring system.
GOAL Uganda is the
implementation lead for the roll out of the NIPP component in Agago district as
well as the data collection for the programme’s underlying studies and
assessments.  GOAL has implemented NIPP programming across it’s
country programmes. The approach aims to improve the capacity of staff and
local communities to address the underlying causes of malnutrition and to
implement all nutrition activities in partnership with communities, other GOAL
departments, external agencies and government ministries aiming to ensure sustainability
and effectiveness. This is a new area of intervention for GOAL in Uganda and as
such provides an opportunity for growth and expansion.
Job Summary:  Currently, GOAL Uganda is looking for an
enthusiastic Nutrition Coordinator with a strong background in community
nutrition and operational research. 
Reporting to the ACDP, the Nutrition Coordinator will oversee the
implementation of the Nutrition Programme, including the successful
implementation of the ONCE project. They will be responsible for ensuring that
all projects are implemented to agreed parameters, workplans, results
frameworks and budgets, supporting the Nutrition Manager and the field staff
and local partners to meet targets and project objectives. They will ensure
that project implementation is progressing in line with GOAL and donor
compliance requirements.  A key component
of this role will be in developing strong relations with the Ministry of Health
(MoH) and other key stakeholders at the local and national level, ensuring the
programme is executed in line with MoH and GOAL guidelines and recognised
international humanitarian standards. 
This position will directly manage GOAL’s Nutrition Team and is
responsible for ensuring the team have a clear understanding of their
responsibilities and deliverables; the role has overall accountability for
Nutrition budgets, workplans and donor reporting. Given that we are looking to
grow the programme, the role will also play a significant leading role in
managing existing donor relationships and proactively fundraising and
developing resource mobilisation materials. The position sits on GOAL Uganda’s
senior programme team and will contribute towards strategic planning,
strengthening of programme design and implementation and monitoring and evaluation.
Key Duties and Responsibilities: 
Nutrition programme
strategic development
  • Lead on the strategic design of the GOAL Uganda Nutrition programme,
    in line with GOAL Global’s nutrition strategy, ensuring participation and
    contribution from all Nutrition staff
  • Document, update and disseminate an overall Nutrition country
    programme strategy
  • Remain up to date with changes and innovation in the global
    Nutrition sector and support team member continuous learning, including
    through training
  • Share learnings across GOAL Uganda’s programme areas and identify
    opportunities for multisectoral interventions.
  • Responsible for regularly liaising with the relevant GOAL HQ
    technical advisors
Fundraising
  • Working with the Programme Support Officer and ACDP, map and identify
    appropriate fundraising opportunities to support the country Nutrition
    programme strategy
  • Working with the Technical Team, Programme Support Officer and ACDP,
    design and development quality Nutrition and multisectoral proposals
  • Engage with other key Nutrition and related sectoral partners and
    donors in Uganda and elsewhere and explore the potential for funding,
    partnership and collaboration
Nutrition programme
management
  • Using an adaptive management approach, oversee the implementation of
    GOAL Uganda’s Nutrition programme and support and hold Nutrition Programme
    staff accountable for programme and project implementation
  • Manage programme and project budgets and monitor financial
    transactions as per the Authorisation Matrix and delegation protocols
  • Maintain up-to-date information on nutritional issues, current good
    practice and training strategies for all aspects of GOAL’s nutritional
    programming and pass on newly acquired information to respective field
    teams. 
  • Co-ordinate activities with other sectors i.e.; water/sanitation,
    health, and livelihood programs and build sustainable community approaches
  • Provide technical advice, in line with GOAL’s nutrition strategy, to
    field staff in planning and implementing activities of the nutrition
    programme which includes multisectoral behaviour change using NIPP
    approach and might include additional nutrition approaches at community or
    health facility level prospectively
  • Identify, nurture and manage partnerships to increase the
    sustainability and integration of the Nutrition programme
  • Ensure programme procurement and contracting needs are managed
    effectively and in line with GOAL policy
  • Ensure all programme reporting (internal and external) is delivered
    on time and is of high quality, coordinating team inputs with the support
    of the Program Support Officer
  • Support to the programme and project managers to ensure all
    logistics, finance and human resources processes are followed in line with
    GOAL policy
Human resource
management
  • Line management of the Nutrition Programme Manager and any other
    assigned staff, ensuring that all team members have clear and measurable
    (SMART) performance management objectives and that they are measured
    regularly and in line with policy
  • Identify and invest in creative Nutrition team members, working with
    the ACDP to identify formal and informal training opportunities and
    through regular mentoring and coaching
  • Lead by example both upward and downward accountability and comply
    with all of GOAL’s accountability policies
  • Ensure compliance to all GOAL, Donor and Government of Uganda
    policies, procedures and guidelines that relate to the implementation of
    the of the programme
External
representation and coordination
  • Manage a team coordination and outreach strategy, identify key
    stakeholder relationships and develop and share strategic messaging on the
    GOAL Nutrition programmes
  • Take the lead in building and leveraging key Nutrition and related
    sector networks, government departments and partnerships, with specific
    responsibility for advocating and influencing at a district and national
    level for GOAL’s Nutrition programming
  • Coordinate nutrition activities with relevant bodies such as MOH,
    UNICEF, WFP and NGOs and cultivate relationships by attending regular
    meetings, and ensuring that GOAL Uganda is professionally represented at
    Nutrition and relevant multi sectoral coordination meetings and events
  • Build and sustain relationships with internal GOAL stakeholders key
    to the programme and drawn on them for support, advice and programme
    advancement
  • Actively build GOAL Uganda’s stake and position at the national and
    international level
  • Support all efforts towards accountability to project participants.
    This includes actively engaging participating communities as equal
    partners in the design, monitoring and evaluation of programmes
Monitoring,
evaluation, accountability and learning
  • Work with the GOAL Uganda MEAL department to ensure that appropriate
    systems are in place to monitor and measure all GOAL Uganda Nutrition
    programming; this includes active participation in MEAL, developing new
    and appropriate monitoring tools and ensuring the timely collection,
    presentation, analysis and distribution of Nutrition programme data
  • Undertake regular field visits to review and report on nutrition
    program progress specifically in relation to their efficiency and
    effectiveness and determine any future program recommendations.
  • Regularly review monitoring data and manage programmes using an
    adaptive management approach
  • Develop learning documents of high quality for internal and external
    audiences
  • Ensure close coordination and sharing of information with other
    district and national level stakeholders such other I/NGOs, and government
    actors and global agencies
Other Duties: The post holder may be requested to undertake
other activities as mutually agreed with the ACDP.

Qualifications, Skills and Experience: 
  • The ideal candidate for the GOAL International Nutrition Coordinator
    job placement must hold a University degree at Master level in Public
    Health, Nutrition or related discipline. Experience may substitute for
    qualifications, but not the other way round
  • Seven years of professional experience in managing Nutrition
    programming in developing countries with demonstrable knowledge of
    community nutrition programming with proven management/coordination
    experience with international organisations/agencies. At least 3 years at
    manager level or above.
  • Experience in nutrition operational research, developing and
    monitoring research questions and leading research teams
  • Strong programme management skills, including planning, grant and
    budget management
  • Strong people management skill, including prioritising workloads,
    providing targeted support and mentoring
  • Track record in developing the technical aspects for nutrition
    proposals
  • Experience in networking and coordination at the national and
    district levels
  • Excellent organizational skills, including ability to prioritize and
    meet deadlines
  • Proven ability to work in a fast-paced and detail-oriented, with a
    proactive planning and execution
  • Excellent writing, communication, organization, prioritization and
    negotiating skills
  • Excellent (English) verbal and written communication skills with
    proven financial management skills
  • Strong computer literacy with a full knowledge of office
    applications
  • Ability to supervise staff and coordinate with partners from a broad
    range of backgrounds and experiences
Desirable
  • Demonstrable experience in strategic development and growing
    programmes to scale
  • Adaptive management skills
  • Ability to work collaboratively in teams, build consensus, and
    effectively coordinate with internal and external actors
