About US:
 The Government of Uganda received credit from
the World Bank towards implementation of the Uganda Competitive Fund for
employer-led short term training (Uganda Skills Development Fund –USDF). The
Uganda competitive fund for employer-led short-term training is part of the
Skilling Uganda Project addressing prevailing skills imbalances and shortages
in Uganda.  The component has four
funding windows: i) Skills shortages in the formal sector; ii) Skills shortages
in informal sector; iii) Innovative training and iv) Recognition of prior learning.  The project development objective is to
enhance the capacity of institutions to deliver high quality, demand-driven
training programs in target sectors (i.e. construction, manufacturing and
agriculture). 
Component 3 is
implemented by the Private Sector Foundation of Uganda (PSFU) on the behalf of
the Ministry of Finance, Planning and Economic Development (MoFPED) through a
Skills Development Facility (SDF) mechanism that is co-financed by the private
sector through a matching grant contribution. However, the overall coordination
of the Project lies with the PSFU through a Project Coordination Unit (PCU).

Recognition of prior learning. 
Job Summary:  The Grant Application Support Assistant (GASA)
will support the entire granting processes of SDF Grant Cycle.  To ensure that Grantees under SDF comply with
stipulated project implementation modalities and SDF requirements. Determining,
to what extent the Grantees’ projects are achieving/ contributing to SDF
objectives. 
Key Duties and Responsibilities: 
  • Carry out field visits/site visits to Grantees to identify key
    project implementation related issues and to provide technical guidance in
    complying with SDF project implementation methodologies and requirements.
  • Undertake capacity building for SDF Grantees in ensuring that
    aspects of proper accountability and reporting procedures are implemented
    and adhered to.
  • Support the collection, analysis and utilization of project data /
    information per Grantee
  • Monitor, coordinate and support preparation of periodic project
    progress reports with adequate input on project performance on outputs.
  • Advice Management on strategies for strengthening implementation of
    projects for the Grantees to ensure that it achieves its objectives. 
  • Generate specific out puts (deliverables) as determined from time to
    time in the respective projected work plans for each quarter.
  • Preparation of monthly status reports on grantees under your
    mandate  
  • Provide support in the screening and pre-appraisal of applications
    for SDF grant.
  • Where deemed necessary, provide support to intending applicants of
    SDF Grant during a call for proposals.  
Deliverables:
  • Skills and knowledge analysis done for SDF Grantees and monthly
    reports made.
  • Progress reports describing all activities undertaken by the
    Grantees under your mandate on monthly, quarterly basis to Head – SDF
  • Annual Status Report showing overall performance of all Grantees
    with regards to project implementation submitted to Head – SDF.

Qualifications, Skills and Experience: 
  • The applicant must hold a Bachelor’s Degree of Science in Accounting
    and Finance, Business Administration / Commerce 
  • At least 8 months working experience of which at least 6 months must
    be in grant processing and accountability. 
  • Previous experience in grant application processing procedures,
    deliver outputs to meet required deadlines, good negotiation and interpersonal
    skills, ability to relate well with a multiplicity of stakeholders;
    self-motivated, team worker and demonstrable and unquestionable level of
    integrity.
  • Ability to work independently with minimum supervision.
  • Excellent verbal and written skills.
  • Computer literacy; knowledge of Ms. Office, email and internet is
    essential.
  • Willingness to travel to remote areas while conducting work related
    assignments.
  • Willingness to undergo one-week training on SDF operations.
