Bureau of Standards (UNBS) is a statutory body under the Ministry of Trade
Industry and Cooperatives responsible for standardization, Quality Assurance,
Metrology and Laboratory Testing (SQMT) with the objective of facilitating fair
trade, promoting local industries and Consumer protection. The Uganda National
Bureau of Standards (UNBS) is a statutory body under the Ministry of Trade,
Industry and Co-operatives established by the UNBS Act Cap 327 and became
operational in 1989. It is governed by the National Standards Council and
headed by the Executive Director who is responsible for the day-to-day
operation of UNBS.
Key Duties and Responsibilities: 
  • Establish and document a program
    development program with specifications to program users so as to guide
    systems program requests and schedules.
  • Develop detailed documentation for the
    operation of the developed programs by users and computer operators
  • Develop, update, repair, and modify the
    existing software and generic applications for effectiveness and
    efficiency
  • Advise and determine operational
    feasibility of requested programs by evaluating, analyzing, and
    undertaking problem definition.
  • Document and demonstrate program
    solutions by developing documentation, flowcharts, layouts, diagrams, charts,
    code comments and clear codes.
  • Prepare and install solutions by
    determining and designing system specifications, standards, and
    programming.
  • Improve operations by conducting systems
    analysis, reviews and training of users and recommending changes in policies
    and procedures if deemed necessary.
  • Develop software solutions by studying
    information needs; conferring with users; studying systems flow, data
    usage, and work processes; investigating problem areas; following the
    software development lifecycle.
  • Work closely with analysts, designers
    and staff to produce detailed specifications and writing the program
    e-codes

Qualifications, Skills and Experience: 
  • The applicant for the UNBS ICT Software
    Development Officer job opportunity should hold an Honour’s degree in
    Computer Science, Information Technology, Information Systems management,
    Computer engineering, software engineering or any related qualification
    from a recognized Institution.
  • Proven work experience as a Software
    Developer for at least two years
  • Experience designing interactive
    applications
  • Ability to develop software in Ruby on
    Rails, C++, or other programming languages with C# and Java as a must.
  • Excellent knowledge of relational
    databases, SQL and ORM technologies (JPA2, Hibernate)
  • Experience developing web applications
    using at least one popular web framework for example JSF, Wicket, GWT,
    Spring MVC, etc
  • Experience with test-driven development
  • Proficiency in software engineering
    tools
  • Ability to document requirements and
    specifications
  • High level of integrity and
    professionalism
  • Member of a recognized professional body
    is an added advantage
  • The successful candidate must have a
    high level of integrity, professionalism, Communication, Teamwork and
    Analytical skills.
  • Age: Between 25 and 35 years.
