M&E Officer
Agriculture Advisory Services (NAADS) is one of the statutory semi-autonomous
bodies in the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF);
established in 2001 by an Act of Parliament (NAADS Act 2001) to specifically
facilitate efficient and effective delivery of agricultural advisory services
for enhanced production and productivity.
Assistant M&E Officer (Data Base) will support NAADS Secretariat in the
design, development and maintenance of M&E databases and monitor and
improve its capacity and performance.
- In charge of developing and designing database strategies,
monitoring and improving database performance and capacity and plan for
future expansion requirements; - Planning, co-coordinating and implementing security measures to
safeguard the databases; - Identifying MIS needs, supporting joint strategies and developing
and maintaining appropriate databases, database applications, database
interface functions (data entry forms and reports) and products; - Identifying, gathering and incorporating external datasets into the
NAADS data repository; - Maintaining and expanding the NAADS Secretariat database
applications. - Developing Capacity of NAADS departments working with database
applications, provide general support to MIS skills & capacity
development for end users; - Managing the development of back office operational systems and
provide data sets for integration into the planning function and the NAADS
portal; - Managing and updating the NAADS Secretariat Web-based database
system - Performing routine data analysis and generate continuous management
reports; - Preparing progress report for activities undertaken;
- Perform any other duties as assigned by the supervisor
- The ideal candidate for the National Agricultural Advisory Services
(NAADS) Assistant M&E Officer (Data Base) job placement must hold a
Bachelor’s degree in Computer science, Information Technology, Business
computing and /or Statistics. - Postgraduate qualification in Monitoring and Evaluation/Project planning
and management from a recognized Institution. - A minimum of three years’ managing the development and maintenance
of M&E databases in a similar position in public sector or any other
reputable organization. - Extensive training in MIS for M&E plus excellent theoretical and
practical Knowledge of database development. - Proven skill and experience of data entry, analysis and management
- An ability to develop data systems for use with spatial data would
be an advantage. - Attention to detail
- Good analytical thinking abilities
- Excellent communication skills
- Ability to work in a team
- Ability to prioritize multiple tasks.
