About UNHCR:
The Office of the
United Nations High Commissioner for Refugees was established on December 14,
1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute
of the Office of the United Nations High Commissioner for Refugees is to lead
and co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.
Key Duties and Responsibilities: 
  • Provide support in the preparation of legal advice and drafting of
    position papers and guidelines on pertinent legal and operational issues.
  • Stay abreast of the domestic legal issues and pertinent laws
    regarding persons of concern and advise the Office accordingly.
  • Assist in capacity building activities including formal training,
    round table discussions, seminars and research as appropriate, aimed at
    improving the asylum and protection systems.
  • Assist in organizing and facilitating Protection Working group
    meetings ensuring that the meetings, contact lists and other events
    calendar is updated on regular basis and that all reporting requirement
    are delivered on timely basis.
  • Draft, compile reports and prepare advocacy statements on behalf of
    the protection working group, for clearance by senior management.
  • Facilitate the cooperation and network with other sub-working
    groups, sectors and ad hoc/task-related bodies for specific issues.
  • Build strong working relationships with all actors in order to
    facilitate effective collaboration and communication.
  • Support related needs assessments, including participatory
    assessments and gap analysis.
  • Regularly monitor the planning and allocation of budgets and other
    resources and prioritization within the Protection working group, when
    required.
  • Liaise and intervene with local authorities on the legal issues
    pertaining to persons of concern.
  • Perform other related duties as required.
Key Performance Indicators:
  • The protection of populations of concern is met through the
    application of International and National Law, relevant UN/UNHCR
    protection standards and IASC principles.
  • Protection activities are guided by the protection strategy and respect
    UNHCR’s policy on age, gender and diversity (AGD).
  • The participation of persons of concern is facilitated through
    continuous assessment and evaluation using participatory, rights and
    community based approaches.
  • Protection incidents are immediately identified and addressed.

Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UNHCR Senior Protection
    Associate (Training and Coordination) job
    placement should have completed secondary school. Certificate/ training in
    International Law, Political Science or related field
  • At least eleven years of related work experience
  • Knowledge of refugee law and protection technical guidelines and
    standards.
  • Excellent knowledge of English and working knowledge of another UN
    language
  • Excellent computer skills (in MS office, including Excel , Word and
    PowerPoint and People Soft/MSRP)
  • Knowledge of another relevant UN language(s) will be an added
    advantage.
