focuses on three priority areas: Saving lives in Emergencies; Building
Resilience through Predictable Safety Nets; Improving Nutrition &
Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets.
WFP has operations in various parts of the Country.
Job Summary:   The
Programme Policy Officer – Nutritionist will provide support to Nutrition
programme activities in the Area Office. The nutritionist will be responsible
for managing the implementation of the joint KNP workplan at Karamoja level and
therefore play a pivotal role in ensuring a high level of coordination,
collaboration and joint implementation with WFP-UNICEF as well as cooperating
partners and the MoH to achieve effective implementation. She/he will also be
responsible for implementation of broader nutrition programmes in the AO
including support to MCHN and nutrition sensitive programming in other WFP
related activities. The incumbent will provide support to policy and programme
activities that effectively meet food assistance needs.
Key Duties and Responsibilities:  Under
the direct supervision of the Head of Programme Area Office Karamoja and the
technical guidance of CO-Nutrition unit, the Nutritionist will perform the
following tasks:
·        
Coordinate
nutrition activities including KNP as well MCHN at Karamoja level. Under the
KNP, the Nutritionist shall work closely with UNICEF and respective district
local government to realize expected output and outcome of the joint programme.
·        
Monitor
implementation of the KNP joint workplan (JWP) and report on progress of the
activities
·        
Participate
in implementation of WFP-led KNP activities i.e. workshops, monitoring
missions, trainings, etc… as required
·        
Provide
nutrition technical support and guidance to WFP Karamoja Field Offices,
nutrition focal persons and partners involved in the implementation of KNP and
MCHN activities as well as broader nutrition programmes in the region
·        
Work
closely with and organise support (administration, logistics, as needed) to WFP
programme colleagues/consultants undertaking analytical work and the SCOPE-CODA
nutrition pilot
·        
Participate
in ad hoc working groups and/or technical fora instituted as part of the KNP
inception phase
·        
Prepare
reports on KNP-related workshops and field visits, minutes of meetings and
other events
·        
Promote
increased awareness of both WFP colleagues and partners on the KNP inception,
including disseminating any updates to the joint work plan or progress reports,
when available
·        
Participate
in regular Health and Nutrition cluster meetings together with nutrition focal
points, UNICEF and partners.
·        
Prepare
and consolidate Nutrition reports, Updates and Briefs, for WFP supported
nutrition programmes in Karamoja region
·        
Consolidate
FRNs and Distribution plans] for WFP supported nutrition programmes in Karamoja
region
·        
Perform
other relevant duties as required.

Qualifications, Skills and Experience:
·        
The
ideal candidate for the United Nations UN World Food Programme (WFP) Programme
Policy Officer (Nutritionist) job placement should hold an advanced University
degree in International Affairs, Economics, Nutrition/Health, Agriculture,
Environmental Science, Social Sciences or other field relevant to international
development assistance, or First University Degree with additional years of
related work experience and/or trainings/courses.

Previous
experience in implementing technical programs (i.e. nutrition, etc.).
·        
Experience
in implementing programmes and providing input into designing operations.
·        
Experience
in the provision of input into policy discussions and decisions.
·        
Ability
to speak at least of the Karamojong languages is desirable and Fluency (level
C) in English language.

Lifecycle & Food Assistance:
Demonstrates ability to identify key variables and contextual factors
that affect food assistance problems and programmes throughout the lifecycle to
inform quality programme design or re-design.
·        
Transfer
Modalities (Food, Cash, Voucher):
Demonstrates ability to
analyse and consolidate quantitative and qualitative information from different
sources (e.g., market studies) to inform transfer modality selection and
programme development.
·        
Broad
Knowledge of Specialized areas (i.e. Nutrition, VAM, etc
.): Demonstrates the ability to interpret
basic data in the context of WFP specialised fields to contribute to technical
programme design, implementation and monitoring.
·        
Emergency
Programming
: Displays capacity
to provide inputs into the development, implementation and realignment of high
quality emergency programmes.
·        
Strategic
Policy Engagement w/ Government
:
Develops thorough recommendations using multiple inputs (e.g., government counsel,
research, own experience) to strengthen national or subnational entities and
government owned food and nutrition security programmes.
