United Nations High Commissioner for Refugees was established on December 14,
1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute
of the Office of the United Nations High Commissioner for Refugees is to lead
and co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.
Associate Shelter Officer will oversee the day to-day operations of all
construction projects to ensure that works proceed as designed and comply with
established standards and procedures for the full project cycle.
- Participate in the development and implementation of the Technical
Unit procedures and processes. - Prepare site surveys and soil tests conducted directly by UNHCR
and/or supervises site surveys and soil tests conducted by partners/other
stakeholders. - Prepare necessary designs, drawings, calculations etc. for all
construction projects. - Prepare and/or review cost estimates for construction projects
including detailed Bills of Quantities. - Prepare all necessary tender documents and/or verify and clear such
documents prepared by partners stakeholders - Carry out post-contract administration duties including assessing
quantities, estimating cost for documentation of interim and final payment
certification and controlling costs to include projects are completed
within budget. - Assess existing building conditions, briefing partners stakeholders
in the plans and designs to ensure that the right materials and equipment
used are in line with UNHCR Government acceptable standards. - Ensure quality and quantity control, quantity control,
variation/change order, carry out regular site visits, and meetings in
order to ensure the project delivery meets quality standards and timeframe
required by UNHCR. - Coordinate with Field Engineers on Construction Supervision and
monthly progress reports in order to be able to closely monitor the actual
cost and milestones against predetermined budget and timeline. - Advise on matters related to the procurement of sector related
materials or equipment, including the development of technical
specifications for bid documents, technical evaluation of bids,
review/inspection of the quality of products/works. - Support Programme colleagues in analysing budgetary implications of
technical components, as well as ensuring the technical integrity of all
sectoral interventions. - Work in close coordination with all functional Units in UNHCR
(Protection, Programme, Community Services, Field, Administration, and
Supply) for all issues related to protection, population of concern
figures and assistance. - Actively contribute to the preparation of the specific projects
budget and monitor the financial performance of a given area of activity
versus set budget to ensure alignment. - Comply with all relevant stakeholders safety, quality, health and
environmental procedures to ensure healthy and safe work environment. - Perform other related duties as may be assigned
country operation is technically sound in the field of construction activities
and is thus better able to meet the needs of persons of concern in Uganda.
- The ideal candidate for the United Nations UNHCR Associate Shelter
Officer job placement should hold an undergraduate degree (equivalent of a
BA/BS) in Civil or Architectural Engineering with at least 3 years of
previous relevant work experience including experience in supervising
construction projects in Uganda. Graduate degree (equivalent of a Masters)
plus 2 years or Doctorate degree (equivalent of a PhD) plus 1 year of
previous relevant work experience may also be accepted. - Excellent report writing skills.
- Good knowledge of basic computer software, including engineering
design tools e.g. AutoCAD and GIS. - Experience in the management of construction sites.
- Knowledge of local language and local institutions.
- Excellent command of English Language (Written and Spoken).
- Experience in all disciplines of civil engineering, rural settlement
development, and emergency management, and ability making the linkages to
rehabilitation and development programmes will be an added advantage. - Familiarity with and Field exposure to UNHCR programme planning and
implementation and on humanitarian operations. - Skills on project formulation, planning, supervision and management.
- Proficiency in additional UN languages would be an asset.
