Co., LLC (URC) is implementing the USAID Regional Health Integration to Enhance
Health Services in East Central Uganda Project (USAID/Uganda RHITES-EC) whose aim
is to support the implementation of a comprehensive integrated investment in
regional health, nutritional assistance and HIV/AIDS programs. The
five-year project targets 11 districts in East Central Uganda with an estimated
total population of 4.1 million through a district-based integrated package of
quality health, nutrition, HIV / AIDS and child development services.
is responsible for supporting the design and implementation of the projects
monitoring-, evaluation and learning agenda. He/she will ensure functionality
of systems to measure and document program process, outputs and impact results
by routinely and systematically collecting and analyzing program data and
presenting program results to project staff, district and central MOH teams and
donors. He/she will supervise Monitoring and Evaluation Advisors/Specialists.
- Coordinate and work with other project staff to manage a robust
project M&E system; - Participate in the continuous review of the project’s Activity
Monitoring, Evaluation and Learning Plan (AMELP); - Take lead and participate in generating weekly, monthly, quarterly
and annual project reports and ensure timely submission of the reports to
the Donor; - Ensure that Donor and project specific reporting platforms are
updated on an ongoing basis, i.e. Project database, HIBRID, PRS, Trainer,
FTF etc; - Working closely with the Database Manager participate in the
management of project databases; - Work with project, MOH and district teams, including District
Biostatisticians, to jointly design, implement and monitor Interventions
to strengthen district HMIS systems.
- The applicants for the USAID RHITES-EC Senior Monitoring and
Evaluation Advisor career placement must hold a Bachelor’s degree in
Statistics, Economics or Social Sciences; - Master’s Degree in Statistics, Public Health, Epidemiology or other
relevant field; - A minimum of eight years of relevant professional experience in
leading M&E processes, including routine health and survey data
management for complex health systems and/or service delivery programs; - Experience with conducting research and evaluation in Health Systems
Strengthening, HlV/AIDS, malaria, family planning, maternal, newborn and
child health, or nutrition is desirable; - Demonstrated expertise in both quantitative and qualitative research
methods; - Experience with managing conventional and databases, including data
analysis and manipulation, and designing of creative data visualization
tools; - Proven proficiency in statistical software such as STATA, Epi-Info
or similar. - Specifically, for analysis of public health data and large datasets.
- Excellent oral and written communication skills;
- Demonstrated interpersonal and teamwork skills with ability to lead
multi-disciplinary collaboratively as well as independently.
