About US:
The Ministry of
Energy and Mineral Development (MEMD) and the Uganda National Bureau of
Standards (UNBS) are under taking the Fuel Marking and Quality Monitoring
Program (FMP) to monitor the importation and trade of Petroleum of products by
preventing adulteration, dilution, contamination and smuggling thereby
safeguarding consumers and the environment in addition to enhancing Uganda’s
National revenue collections. The program is run as a cooperative arrangement
under a Memorandum of Understanding (MOU) that was signed by the two
institutions.
Key Duties and Responsibilities: 
  • Assist the Head of Division in initiating and developing appropriate
    test methods and procedures.
  • Carry out none routine tests on samples received for the first time
    and any other complex tests.
  • Ensure UNBS and industry adopt the latest methods and technology in materials       testing
  • Participate in research relevant to standards development with
    emphasis on standard test methods.
  • Verify and interpret test results handled by subordinate staff to
    ensure accuracy.
  • Liaise with the Head of Department and other relevant officers in
    writing test reports and test certificates.
  • Ensure proper document control of laboratory records
  • Participate in technical committee meetings in standards
    formulation.
  • Any other relevant duties that may be assigned from time to time.

Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a post graduate
    qualification in Engineering from a recognized University/Institution
  • Possession of Honours degree in Engineering from a recognized
    University/Institution
  • Must have at least 5 years of prior experience in Standards, Quality
    Assurance, or quality control, Standards Development or Laboratory Testing
  • Training in ISO 9001 is an added advantage
  • Hands-on supervisory competencies with capacity to multi-task and
    deliver results efficiently with minimal supervision
  • Proven people leadership and functional management competencies with
    hands-on skills in Risk Management and internal controls in the functional
    areas
  • Must be computer literate with skills in MS Word, Excel, PowerPoint,
    and the Internet applications
  • Age: Between 30 and 45 years
