The Electricity
Regulatory Authority (ERA) is a statutory body established in 2000 in
accordance with the Electricity Act 1999 to regulate the generation,
distribution, transmission, sale, export, import of electrical energy in Uganda
and to guide liberalization of the electricity industry, manage licensing,
rates, safety and other matters concerning the industry.
Key Duties and Responsibilities: 
  • Guide intending investors on the procedure for investment in
    Electricity Generation in Uganda’s Electricity Supply Industry (ESI).
  • Examine potential new project investment opportunities for
    appropriateness.
  • Examine applications for feasibility study permits for completeness
    and adequacy.
  • Carry out technical evaluation of: applications for feasibility
    study permits; respective preliminary technical studies and plans, and
    advise on
  • Conduct site inspections during the processing of permit
    applications; to ascertain the viability of the proposed
  • Prepare technical evaluation reports on new permit
  • Monitor the progress of licensed projects under construction to
    ensure efficient implementation.
  • Coordinate activities of the Projects/ licensing task team.
  • Coordinate with the relevant authorities to secure
    approvals/permits/licenses required for investment in the Electricity Supply
    Industry.
  • Participate in energy planning carried out by ESI stakeholders.
  • Promote the use of alternative technology in electricity generation
    in Uganda.
  • Conduct civil works compliance checks on operational generation
    projects.
  • Maintain an up-to-date database of all ongoing projects.
  • Prepare and publish information on available investment
    opportunities in Uganda.
  • Perform any other official duties as may be reasonably assigned.
Key Result Areas:
  • Promote investment in renewable and alternative sources of
    electricity in Uganda.
  • Foster growth in private investment in generation facilities in
    Uganda’s Electricity Supply Industry.
  • Advise the Management of Electricity Regulatory Authority and
    potential investors on the available alternative technologies and opportunities
    for investments in electricity generation in Uganda.

Qualifications, Skills and Experience: 
  • The applicant must hold an Honors’ Degree in Civil Engineering.
  • The candidate should be a registered Engineer or registrable with
    Uganda Engineers Registration
  • At least three years of relevant working experience preferably in
    construction/operation of generation plants.
  • Project Management
  • Skilled in Monitoring and Evaluation of Projects.
  • Knowledge of electricity systems, particularly hydro-electricity
    systems.
  • Conversant with the Electricity Policy of the Government of Uganda.
  • Technical innovation skills and good interpersonal and communication
    skills.   
  • Age: 25 to 35
    years.
Desirable:
  • Should be a team
  • Good communication skills (written and oral).
  • Proficiency in relevant computer packages.
  • Analytical  skills
