About USAID RHITES-N Project:
RHITES-N, Lango will
contribute to improving key population- based national health indicators; build
the capacity of the Ugandan government to carry out a sustainable and locally-
driven response to the HIV epidemic, while also improving TB, malaria,
nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders
to design and implement health system strengthening strategies to scale up
high-impact, evidence-based interventions at the national, sub-regional,
district, and community levels. Interventions will include VMMC, virtual
elimination of mother-to-child transmission of HIV, antiretroviral therapy, and
condom education and distribution. JSI will focus where the greatest impact can
be realized, with a priority on hard-to-reach and high-HIV-prevalence
locations. RHITES-N, Lango is a five-year contract. The JSI team includes Amref
Health Africa, Doctors with Africa CUAMM, Another Option, and Medical Concierge
Group.
Job Summary:The
CSOs Institutional Capacity Building Specialist is a full-time position and
will be based in Lira, Uganda. S/he will provide direct technical leadership
and assistance in Institutional & Capacity development and lead capacity
development approach with CSO partners. The CSOs Institutional Capacity
Building Specialist reports to the Grants Director
Key Duties and Responsibilities: 
  • Provide direct technical leadership and assistance in capacity
    development and lead capacity development approaches with government and
    CSO partners;
  • Conduct technical and organizational capacity assessments (TOCA),
    network analysis (ONA), Organizational Performance Index (OPI) with civil
    society partner organizations;
  • Design a fast track plan to strengthen and build the capacity of at
    least 3 organizations and ensure they are able to handle USG funds
  • Provide quality assurance for all capacity development interventions
    implemented by RHITES-N, Lango;
  • Provide technical direction in activity planning for all capacity
    development components including district and community system
    strengthening;
  • Develop materials and processes for specific areas/topics identified
    as needed for capacity development of partners, including training,
    mentoring and coaching of partners, peer learning and other methodologies;
  • Ensure flexibility and high quality of the capacity development
    support provided to the partners;
  • In relation to institutional capacity building, coordinate with
    appropriate stakeholders in all aspects of activities planning,
    monitoring, and implementation;
  • Contribute to the development of annual work plans, performance
    monitoring systems and tools, and writing of program reports;
  • Ensure proper administration of logistical aspects related to
    capacity development activities;

Qualifications, Skills and Experience:
  • The applicant for the USAID RHITES-N Project Institutional Capacity
    Building Specialist job placement should hold a Master’s Degree in
    international development, organizational development, business or public
    administration, public policy or relevant field of study.
  • At least seven years of senior level experience in direct provision
    and/ or facilitation of institutional and technical strengthening
    activities involving civil society, public sector or private sector in
    sub-Saharan Africa. Experience with local community-based health
    organizations is strongly desired.
  • Proven expertise in business operations, systems development,
    strategic planning and management, governance, grants management, and/or
    leadership development.
  • Demonstrated experience in institutional analysis of organizations
    and/or government entities and, in development and management of detailed
    institutional strengthening plans to ensure all performance benchmarks are
    met and sustained.
  • Knowledge of a wide range of organizational development models and
    participatory teaching methodologies is strongly desired.
  • Demonstrated experience in building strong working partnerships with
    senior-level government representatives, civil society organizations,
    other donors and local private sector.
  • Exceptional communication skills (including presentations) in
    written and spoken English required.
  • Relevant experience working on CSOs capacity building in Uganda
