The Office of the
United Nations High Commissioner for Refugees was established on December 14,
1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute
of the Office of the United Nations High Commissioner for Refugees is to lead
and co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.
Job Summary: The
Assistant WASH Officer will be responsible for provision of professional
technical support on activities within the areas of Water, Sanitation &
Hygiene (WASH) in the locations in the Areas of Responsibility (AOR).
Furthermore, the incumbent will assist in formulating appropriate project
proposals and assistance activities that should be incorporated into the
relevant operation programmes of UNHCR. The WASH Officer is supervised by the
Head of Field Office and will receive the technical backup and support from the
Senior WASH Officer in Branch Office- Kampala In order to ensure wider reach
out to the refugees and other persons of concern and ensure their close
involvement in the delivery and management of the Water, Sanitation &
Hygiene (WASH) services, the incumbent will need to establish an appropriate
consultative and monitoring framework which would draw the experience and
expertise of a wide range of actors both internally and externally.
Key Duties and Responsibilities: 
  • Actively contribute to the delivery of WASH services to persons of
    concern in order to meet the UNHCR standards of assistance.
  • Act as a focal point on water, sanitation, hygiene promotion within
    UNHCR Office.
  • Coordinate the activities of WASH Partners, other UN agencies,
    governmental and nongovernmental counterparts, to ensure delivery of WASH
    services to beneficiaries that meet UNHCR standards of assistance.
  • Facilitate adoption of harmonized methodology.
  • Actively contribute towards the development of WASH strategies for
    UNHCR in key aspects of WASH.
  • Contribute to the budgeting and planning processes and financial
    management of the programme in the area of WASH.
  • Formulate project submissions including budget to respond to
    identified needs in collaboration with appropriate authorities,
    implementing partners and UNHCR programme and technical sectors.
  • Actively participate in the plans for any new refugee settlement or
    settlement extension identified.
  • Jointly with the technical staff of the Partners, update detailed
    needs and resource assessments and revise designs of technical plans as
    necessary, taking into account practical aspects of implementation, and
    relevant technical specifications and guidelines.
  • Provide technical support to Partners on all water, sanitation,
    hygiene promotion and environment related issues, to ensure quality,
    cost-effectiveness, sustainability and environmental soundness in their
    implantation and in accordance with UNHCR policies, standards and
    priorities.
  • Facilitate capacity strengthening activities of UNHCR WASH staff and
    its Partners to address key areas of WASH importance to refugees and other
    persons of concern to UNHCR.
  • Monitor the implementation of the ongoing water, sanitation, hygiene
    and environment projects administered directly by UNHCR and Partners.
  • Review the quantity and quality of water offered in the settlements
    jointly with the Partners, carry out an assessment on the quantities of
    water provided to refugees and related water losses.
  • Review the sanitation situation in the settlements and jointly with
    the sanitation Partners carry out an assessment of the latrine coverage in
    the settlements and their physical conditions based on UNHCR standards.
  • Review the ongoing hygiene promotion activities and make any
    necessary recommendation for improvement.
  • Report regularly on WASH activity implementation, while maintaining
    accurate records of the relevant WASH performance indicators.
  • The incumbent will prepare regular sectorial reports and submit
    material for preparation of periodic project monitoring reports as
    required by the Sub Office, Branch Office and HQs.
  • Perform any other relevant tasks as required.
Key Performance Indicators: 
  • The needs of persons of concern in the country are assessed and
    analysed in a participatory manner and using an Age, Gender and Diversity
    (AGD) perspective to form a firm basis for planning.

monitored and reported on in compliance with established guidelines and
procedures.

Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UNHCR Assistant WASH Officer
    job placement should hold an Undergraduate degree (equivalent of a BA/BS)
    in Water/Civil/Environmental Engineering/Water Resources Development plus
    minimum one year of previous work experience in Water/
    Sanitation/Environment or a related field dealing with large scale WASH
    activities and Integrated Water Resource Management.
  • Advanced training in water, sanitation or Public Health Engineering.
  • Extensive knowledge and experience of local government systems,
    working with Ministry of Water and Environment and development projects.
  • Excellent knowledge of English (written / oral / comprehension).
  • Proficiency in basic computer software such as MS Access, Excel,
    Powerpoint, Word, water modelling software (EPANET), GIS Software
    (MapInfo, Arc GIS), AutoCAD
  • Experience/training in hydrology and geo-physical investigations.
