International Intervention Manager for the SSU-Ireland Aid Project
About US:
Enabel (Belgian
development agency, formerly BTC), together with different Government
Ministries, are implementing the bilateral co-operation between Uganda &
Belgium.
Key Duties and Responsibilities: 
Monitoring and
Reporting
  • Update M&E framework, tools and systems for Karamoja component
    of the SSU programme in compliance with Enabel M&E standards and in
    close collaboration with other components of SSU programme
  • Accurately manage project M&E plan and track progress on
    indicators at all levels
  • Periodically collect, record, analyses and issue status M&E
    report to inform project progress
  • Contribute to compiling regular SDF progress and activity reports
    and compile lessons learned from SDF supported activities;
  • Support monitoring (including tracer studies) and supervision of the
    selected SDF partners and activities conduct regular field visits and spot
    checks to the projects’ activities and report to Field Managers on main
    observations
  • Provide trainings to programme staff, VTI staff on M&E tools,
    data entry, data collection and reporting (including tracer studies)
  • Ensure monitoring of the project’s M&E matrix, including
    mainstreaming and disaggregation of data on gender and social background
    in regular project progress and activity reporting;
  • Contribute to the compilation of the monthly, quarterly annually and
    overall project reporting
Knowledge
Management and Capitalization
  • Contribute to the programme action research on Skilling Uganda
    Strategy implementation and SDF
  • Summarise and analyze SDF project indicators tracker tools and issue
    status reports quarterly
  • Issue status report on key performance indicators (KIP)
  • Compile lessons learnt and collect good practices in the
    implementation of SDF and Skilling Uganda Strategy in the VTIs
  • Support the setting up of a knowledge sharing platform for gender
    sensitive and social targeting in BTVET provision at both regional and
    central level;
Gender and Social
Targeting
  • Update the set-up monitoring framework for gender and social
    targeting across project components relevant for gender mainstreaming and
    gender audit.
  • Contribute to review and mainstreaming of gender and vulnerable
    criteria in SDF beneficiaries target
  • Ensure gender and social sensitive labour
  • Market information gathering for beneficiaries social targeting

Qualifications, Skills and Experience: 
  • The ideal candidate for the Enabel Monitoring and Evaluation Officer
    job must have relevant experience in monitoring BTVET institutions and
    private sector stakeholders would be an advantage;
  • Relevant experience in digitalization of data collection and M&E
  • Experience monitoring partner or bilateral agency would be an
    advantage;
  • Fluent in English, with excellent reporting skills;
  • Soft skills such as to work in a team, to work autonomously, etc;
  • Excellent ICT skills in word, excel, power point and internet;
  • Able to work under stressful conditions and having no objection to
    working overtime;
  • Willing and able to live and work in Moroto as well as travel within
    the Karamoja region.
Salary Package:
Enabel will offer a gross salary package of between USH, 3,900,000 and USH
4,300,000, medical insurance and a 13th Month package paid in December. Salary
is accordance to relevant years of experience.
