Job Summary:  The Associate Support Services Director will
support the Finance and Support Services Director to provide strategic
leadership to WV Uganda Supply Chain Management, Information Technology,
Corporate Security, Fleet Management and General Services. The jobholder will lead
a multi services department and team to provide excellent services that will
enable WV Uganda Operations and Ministry to be efficient and fully aligned with
WV Global and Regional Standards. This position would therefore suit someone
who has strong technical experience, whilst also having broader leadership
experience across more than one discipline.
Key Duties and Responsibilities: 
  • A respected organizational leader that builds a committed and

  • Active senior and strategic partner to other senior managers
    ensuring that WV Uganda has the best general services, Supply chain
    Management and ICT
  • Direct Supervision of direct reports
  • Role model Christ like servant leadership
  • Drive change and build a service oriented culture of customer
    satisfaction
  • Increased Christian Commitment of Support Services staff at all
    level.
  • Strengthen policies, processes and practices in Support Services
    that contributes to better efficiency and effectiveness of WV Uganda Operations
    and Ministry
  • Ensure on time cost effective quality goods and services through a
    strong Supply Chain Management Unit with accurate auditable records and in
    high process compliance through ProVision Systems
  • Ensure full compliance to WV Global Supply chain and zero fraud
    policies
  • Supervise efficient and collaborative procurements that WV and donor
    compliant and which result I a high value for money and aligned with
    global best practices
  • Lead the effective implementation of ProVision and achieve WV Global
    Target.
  • Actively engage and support the program teams in procurement
    planning to ensure timely delivery of goods and services
  • Provide Strategic Leadership and Drive Change of WV Uganda ICT
    Management.
  • ICT Strategy and Implementation Plan in in place
  • Establish ICT governance structures that are appropriate for WV
    Uganda operational context and aligned to WV Global ICT policies and
    standards
  • Ensure ICT infrastructure performance meets business needs.
  • Ensure the quality of ICT Service Delivery to users, including
    effective and timely help desk support.
  • Ensure effective business continuity planning (BCP) is in place
    through an ICT Disaster Recovery Plan (DRP)
  • Ensure regular reporting of key ICT performance metrics and
    dissemination to key stakeholders
  • Excellent delivery of all general administrative, Real Estate and
    office facilities
  • Manage and lead to improve office facilities including the project
    to build a new office
  • All WV assets and Inventory are registered
  • Efficient Internal mailing system that is well monitored
  • Physical conditions of all offices are well maintained
  • All utilities bills are paid on time
  • Electrical, water, telephone systems are up all the time
  • Ensure all relevant documents are up to date and properly filed for
    easy reference
  • All real estate contracts and agreements are legally updated at all
    times to ensure continuity of services
  • Excellent safety and security management system developed and
    maintained to ensure a safe, secure and conducive work environment across
    all WV Uganda. Assist the Operations division to integrate sound security
    practices into their operations to enhance the safety and security of
    staff, assets and programs and minimize operational risk to World Vision
    Uganda
  • 24/7 reachable of security focal point
  • National Office and all sub offices safety and security system
    strengthened
  • Full alignment to WV Global Corporate Security protocols and
    requirement
  • Security Management in HEA/Relief Response
  • Quality process, monitoring and reporting of security incidents
  • Security vendors management
  • Secured premises for people and assets
  • Ensure provision of high quality hospitality services for visitors
    and staff
  • Constantly updating preferred hotels and meeting venues
  • Timely Government legal applications and renewals of staff and other
    documents such as visas.
  • Management of travel vendor
  • Effective and efficient Fleet Management
  • Fleet management policies and procedures operational and
    disseminated to all staff.
  • Ensure the adequate fleet to support WV Operations both in National
    Office and Field Offices
  • All Vehicles in good running/mechanical conditions
  • Use of logbooks are enforced in ALL WV Uganda vehicles
  • Updated records for all vehicles (log books, insurance, service
    records, driver details, monthly reports, among others)

Qualifications, Skills and Experience: 
  • The applicant for the World Vision Associate Support Services
    Director job placement should preferably hold a Master’s degree in
    Business Administration, Management or related field
  • A minimum of five years of experience in senior management position
    with proven leadership and management of multiple support services
    functions.
  • Strong technical knowledge and management experience in Supply Chain
    and Information Technology with general experience in another areas such
    as logistics, security, hospitality, asset management and broad general
    office administration.
  • High integrity and proven commitment to accountability practices
  • Proactive personality, self-driven and strongly motivated.
  • Proven ability in the implementation of large-scale programs
  • Capacity/potential in leadership, relationship
    management/networking, and coordination.
  • Spiritual maturity, interfaith knowledge and a biblical worldview –
    ability to articulate and model our Christian identity and mission in an
    inclusive way.
  • Excellent interpersonal skills, strong communication skills, both
    verbal and written.
  • Proven conceptual & analytical skills, ability to take an
    evidence-based approach to programme design.
  • Excellent management, analytical and negotiation skills
  • Strong information technology skills
  • Good understanding of the legal environment of Uganda
  • The position requires ability and willingness to travel domestically
    up to 15% of the time, plus occasional international travel.
