contribute to improving key population- based national health indicators; build
the capacity of the Ugandan government to carry out a sustainable and locally-
driven response to the HIV epidemic, while also improving TB, malaria,
nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders
to design and implement health system strengthening strategies to scale up
high-impact, evidence-based interventions at the national, sub-regional,
district, and community levels. Interventions will include VMMC, virtual
elimination of mother-to-child transmission of HIV, antiretroviral therapy, and
condom education and distribution. JSI will focus where the greatest impact can
be realized, with a priority on hard-to-reach and high-HIV-prevalence
locations. RHITES-N, Lango is a five-year contract. The JSI team includes Amref
Health Africa, Doctors with Africa CUAMM, Another Option, and Medical Concierge
Group.
- Ensure all DREAMS spaces at both the facility and community level
have all the standard and current tools for data capture and reporting; - Avail standard operating procedures (SOPs) for enrollment and
provision of unique identifiers for AGYW; - Support peer group leaders to ensure tracking of layering services
at both facility and community levels; - Ensure the peer group leaders have access to the functional tablets
and UDTS and are able to enter data of services provided on site (Facility/Community);
- Plan for weekly meetings with peer group leaders at the facility and
community level for each sub county to ensure data from their tablets are
complete, synchronized and updated in the UDTS; - Ensure no accumulation of backlogs by mentoring peer group leaders
on how to use the UDTS offline data entry features in case of no internet;
- Work to reconcile inconsistencies in monthly data reports sent from
project-supported activities; - Prepare suitable external and internal reports including weekly
DREAMS dashboards to be shared with USAID, program management and staff to
facilitate project monitoring and activity planning; - Plan and conduct data quality assessments (DQAs) and · other
evaluations as necessary.
- The applicant for the USAID RHITES-N Project DREAMS Data Officer job
placement should hold a Bachelor’s degree and additional training,
certificate or qualification in monitoring and evaluation (M&E) or
relevant field; - At least two years’ experience in M&E for international donor
funded projects, preferably including experience with USAID-funded DREAMS
projects; - Knowledge and experience with DREAMS AGYW UDTS including data entry
and cleaning, data analysis and reporting; - PEPFAR reporting experience desired;
- Demonstrated ability to manage time and meet strict deadlines;
- Computer proficiency, including use of MS Excel, Word, PowerPoint,
Access and a statistics package (e.g., Stata, SPSS); - Excellent interpersonal, teamwork, and mentoring skills;
- Excellent writing, oral and organizational skills
