focuses on three priority areas: Saving lives in Emergencies; Building Resilience
through Predictable Safety Nets; Improving Nutrition & Mother-and Child
Health; and Supporting Small Holder Farmers to Access Markets. WFP has
operations in various parts of the Country.
Job Summary: 
The Human Resource Business Partner will work closely with the Area Office
Management and HR team at Country office, advising on all HR related issues and
ensuring the effective execution of change. The incumbent will use his/her
knowledge and management of HR Information Systems to provide insight and ensure
data reliability for the area office and field teams.  The incumbent will support the delivery of
the HR Strategy by being the advisor on all HR policies and processes and to
assist in the delivery of HR programmes in the area office/field.  In addition, the incumbent will perform a
cross-section of all HR related aspects within the jurisdiction of the area
office; these includes, provision of support, HR transactional actions,
guidance and advice on HR issues. The incumbent will support the delivery of the
HR Strategy by being the advisor on all HR policies and processes and to assist
in the delivery of HR programmes in the area office/field.  In addition, the incumbent will perform a
cross-section of all HR related aspects within the jurisdiction of the area
office; these includes, provision of support, HR transactional actions,
guidance and advice on HR issues.
Key Duties and Responsibilities: 
  • Analyse, monitor, adapt and respond to a variety of complex internal
    and external queries related to a variety of policies, rules and
    regulations in order to provide guidance to managers and staff to ensure
    business process efficiency and successful adaptation of recommended
    practice in alignment with wider WFP policies;
  • Initiates, coordinates and rolls-out all HR internal communication
    messages;
  • Prepares and provides accurate information, collating &
    analysing data and producing clear, insightful and meaningful reports;
  • Manages the development and implementation of HR solutions by
    understanding how the organization works;
  • Manage the talent acquisition process for Area/Field offices
    positions; in liaison with HR team in Country Office;
  • Facilitate administration of written exams and interviews
    conducted/undertaken at the Area Office level as nee be.
  • Manage the delivery of effective on-boarding experiences at Area
    Office level;
  • Coaches Managers and Area Office /field offices HR Focal points on
    Performance Management for all type of contracts;
  • Ensures all staff in operations have job descriptions, TORs and
    valid contracts; and a copy of the Annual Performance Plan (APP);
  • Manages the communication and administration of learning and
    capability building interventions;
  • Manages the implementation of learning needs and skill gap analyses;
  • Role-models the ‘change-ready employee’ by remaining flexible,
    positive and open to change;
  • Communicates and engages on the vision for performance culture, high
    performing teams and champions individuals and successful change
    management processes;
  • Champions gender mainstreaming in the workplace
  • Coordinate with Head of Field offices, Field offices HR Focal
    persons and consolidate and manage database of staff leaves, attendance
    and absenteeism and provide reports /feedback to Area Office management.
  • Support HR operational activities or projects that are aligned to
    business needs, following standard processes and ensuring alignment with
    wider WFP policies and procedures;
  • Oversee the maintenance of confidential personnel records, HR
    databases and archives, to ensure data and files are accurately stored and
    updated in compliance with established standards;
  • Partake in HR oversight/support missions to satellite offices for
    standardization of HR process and practices
  • Undertake any other HR operational activities as and when required.

Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UN World Food Programme
    (WFP) Human Resource Business Partner job placement should hold an
    advanced university degree in Human Resource Management, Public or
    Business Administration, Industrial Psychology or other relevant field, or
    First University degree with additional years of related work experience
    or trainings/courses.
  • Experience: Typically one or more years of postgraduate professional
    experience in Human Resources with an interest in international
    humanitarian development.
  • Knowledge of HR best practices, techniques and processes with some
    understanding of the basic theoretical background.
  • Demonstrated ability to support more junior and/or less experienced
    members of the team.
  • Basic analytical ability to compile, maintain and analyse data,
    prepare reports and draw initial conclusions in support of work carried
    out by another officer; skills in developing sources for data collection.
  • Excellent communication skills required to give and receive
    information and work with a variety of individuals.
  • Knowledge of, or the ability to quickly assimilate, UN/WFP specific
    processes and systems.
  • Knowledge HR Business Partnering gained through relevant technical
    training and experience;
  • Excellent communication skills and understanding of HR principles
    and their application in order to respond to and resolve general HR
    queries;
  • Ability to develop and maintain relationships with a wide range of
    individuals in order to provide a high quality support service;
  • Ability to collate, analyse and compile relevant data from a variety
    of sources in order to produce periodic reports for supervisor(s);
  • Extensive knowledge and experience using computer MS packages
  • Language: International Professional: Fluency (level C) in English
    language. Intermediate knowledge (level B) of a second official UN
    language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working
    language, Portuguese.
  • National Professional: Fluency (level C) in English language and the
    duty station’s language, if different.
