About USAID RHITES-N Project:
RHITES-N, Lango will
contribute to improving key population- based national health indicators; build
the capacity of the Ugandan government to carry out a sustainable and locally-
driven response to the HIV epidemic, while also improving TB, malaria,
nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders
to design and implement health system strengthening strategies to scale up
high-impact, evidence-based interventions at the national, sub-regional,
district, and community levels. Interventions will include VMMC, virtual
elimination of mother-to-child transmission of HIV, antiretroviral therapy, and
condom education and distribution. JSI will focus where the greatest impact can
be realized, with a priority on hard-to-reach and high-HIV-prevalence
locations. RHITES-N, Lango is a five-year contract. The JSI team includes Amref
Health Africa, Doctors with Africa CUAMM, Another Option, and Medical Concierge
Group.
Job Summary:  The Senior Family Health Advisor will provide
leadership for the RHITES-N, Lango Project interventions to improve access to
and quality of Maternal, Newborn, Child Health, Family Planning, Nutrition,
Malaria, Water, Sanitation and Hygiene services in the Lango sub region. He/
she will ensure the Project interventions are clinically sound, high impact,
evidence-based, and aligned with the priorities of the MOH, USAID, PEPFAR, PMI,
and other stakeholders. He/ she will work closely with MOH and district teams
to support implementation at different levels of health care and oversee
capacity building activities for Family Health services in the Project. He/ she
will have supervisory responsibilities over the Advisors (MN, CH, FP,
Nutrition, WASH and Malaria services) and will be a member of the project
Senior Management Team (SMT).
Key Duties and Responsibilities: 
  • Provide strategic and technical leadership for the implementation of
    the FH programs, including meeting operational targets and achieving or
    exceeding performance objectives
  • Manage the implementation, monitoring and evaluation of innovative,
    technically sound, evidence-based, sustainable and cost effective
    interventions to improve FH services (including community-based services)
  • Working with the Advisors, coordinate capacity building activities
    within the RHITES-N, Lango Project to improve competencies, knowledge and
    skills in implementation of the FH service package through trainings,
    mentorship, meetings and workshops
  • Manage partnerships with key project partners and MOH to
    appropriately and innovatively ensure the district health and facility
    managers and service delivery teams are able to integrate services and
    scale up innovative strategy within facilities supported by the project;
  • Work with the Project technical and Monitoring and Evaluation teams
    to ensure that accurate and valid FH is data collected, captures process
    and outcome indicators, and is regularly used to for performance
    monitoring, inform planning and decision-making and support use of data to
    take corrective actions.
  • Provide leadership for Quality Assurance and Quality Improvement
    measures for implementation of the FH strategies
  • Work in close partnership with other technical staff and SMT to
    ensure integrated approaches in project implementation
  • Work with finance team to develop and track Project budgets
  • Ensure technical compliance with USAID rules and regulation
  • Write reports, work plans, strategic plans and other program-related
    documents in a timely manner and provide prompt feedback to donor requests
    for information
  • Contribute to documentation and strategic dissemination of best
    practices, success stories, abstracts, and lessons learnt from
    implementation of the essential child health package
  • Represent the project and contribute towards the MOH guidance on
    technical issues and participate in relevant advisory and/or technical
    working groups with counterparts and partner institutions in development,
    adaptation and operationalization of national guidelines and policies.

Qualifications, Skills and Experience:
  • The applicant for the USAID RHITES-N Project Senior Family Health
    Advisor job placement should hold be a Medical Doctor preferably with a
    Master’s degree in Public Health, Paediatrics, Obstetrics/Gynaecology,
    Family Medicine or Health Systems Strengthening
  • Five years of experience working in Uganda in FH and nutrition, with
    community focus, knowledge of and experience working in collaboration with
    MOH, international and local donor agencies, districts and health
    facilities (public /private)
  • Strong knowledge of Uganda’s and USAID’s MNCH and FP policies and
    strategies and the latest evidence-based practices
  • Extensive knowledge of Maternal, New-born, Child Health, FP,
    Nutrition, Malaria and WASH issues and the evidence behind successful
    approaches to implementing these programs with a proven track record in
    working to these areas; experience as a National Trainer for any of the
    program packages is an advantage
  • Ability and successful experience in rolling out a capacity building
    program in FH
  • Demonstrated knowledge of the Uganda health system, and ability to
    build and sustain strong relationships with national partners in FH
  • including representatives from Implementing partners, regional
    referral hospitals, districts, NGOs, CSOs, and the private sector.
  • Knowledge of major FH best practices as well as implementation of FH
    programs in Uganda.
  • Ability to develop, implement and monitor project activities,
    including documenting project learning
  • Demonstrated skills in collaborative engagement, program planning,
    knowledge management, facilitation, networking and communication.
  • Previous experience working with USAID or other donors and
    multilateral agencies with an in-depth knowledge of USAID programs,
    regulations, compliance and reporting
  • Ability to work in a complex environment with multiple tasks, short
    deadlines and intense pressure to perform
  • Experience working at national level on health policy, technical
    guidelines and program implementation
  • Excellent writing, data collection, analysis and reporting skills
  • Excellent facilitation, oral and written communications skills
