Job Summary:  The Project Officer – Monitoring and
Evaluation will support the Monitoring and Evaluation Coordinator. The incumbent will provide
professional expertise in the development and implementation of systems for
monitoring and evaluation of all AAU’s Programmes and share information and knowledge,
in line with ALPS, national and local rights Programme strategies and
monitoring framework.
Key Duties and Responsibilities: 
Develop Monitoring
and Evaluation Reports
  • Collect, collate, analyse and prepare M&E reports
  • Develop unit specific M&E frameworks, with clear objectives,
    outputs and outcomes, activities and inputs
  • Monitor compliance to the unit M&E frameworks and guidelines
  • Support the unit teams develop annual Monitoring and Evaluation
    plans.
  • Create appropriate M&E tools to collect data and measure the
    indicators
  • Develop and periodically share the performance of indicators and
    targets.
Staff Capacity
Building:
  • Build the capacity of staff in Participatory Monitoring and
    Evaluation (PM&E) in line with ALPs and New M&E requirements
  • Support in the development of training concepts and TOR in line with
    National M&E framework requirements
  • Mentor and train staff, partners and community intermediaries
    (Change makers) in Participatory Rights Based M&E
  • Conduct post-training evaluation of the impact of the trainings.
  • Support staff to write quality stories of change against AAU plans
    and Programmes
  • Provide technical support to local and national rights Programme in
    understanding M&E requirements, use of formats, generating
    participatory rights baselines, and indicators
  • Provide technical guidance to clusters in compiling and updating
    rights and entitlement registers
  • Participate in training of staff and partners in the development and
    monitoring of KPIs
Preparation of
Programme Performance Indicators
  • Provide support in implementation and development of Key
  • Performance indicators for the national and local rights
    Programmes 
  • Provide support in the development of KPI’s in line with CSP at
    unit, Directorate or LRP levels
  • Participate in training of staff and partners in the development and
    monitoring of KPIs
  • Compile KPIs for Uganda Affiliate in liaison with the ILSP Programme
    Manager
Mid-term Reviews
and Monitoring Frameworks
  • Provide support in the Mid Term Reviews of National Monitoring
    Framework in line with AAI/U requirements and  CSP
  • Seek working groups input in the development of Meta indicators for
    each CSP outcomes
  • Participate in the development of baseline indicators, targets and
    milestones
  • Support in the development of concept and TOR for the development of
    National M&E Framework in line with CSP and Global Monitoring
    requirements
  • Contribute to the drafting of periodic M&E reports for AAU
    including the six months Key Performance Indicators (KPI’s) for line
    manager’s review
  • Compile documentation for learning, accountability, reporting and
    fundraising for the different teams to best meet the interest of audiences
    of the Unit, Affiliate and Federation in general
  • Participate in Programme reviews and evaluations 
PRRPS for Units,
LRP clusters and partners
  • Participate in the PRRPS for Units, LRP clusters and Partners in
    line with ALPs compliance requirements
  • Develop and share templates and guidelines for conducting successful
    PRRPs
  • Participate in PRRPs to provide support in facilitation and
    documentation of best practices and learning
  • Monitor the use of transparency boards, community watch groups to
    improve constituency based PRRPs, financial and Programme information
    sharing
  • Attend and support the Organisation of PRRPs.
  • Consolidation of PRRP reports
  • Guide the units in the conducting ALPs self-assessments. .
Documentation,
Learnings, Best Practices And Dissemination
  • Monitor, document and report key learnings, best practices, theory
    of change implementation, models, governance processes and outcomes
  • Disseminate AAU standards of documentation
  • Provide hands on support to documentation and story writing
  • Participate in documentation of stories of change and models of
    learning and good practices
  • Compile bi-annual and Annual Reports
  • Collect, Validate and enter local and national rights Programme data
    into the management information system (MIS) and share aggregated
    information from it with different departments/units
  • Advocate for learning in the program, share and disseminate lessons
    and best practices with collaborators and within AAU fraternity

Qualifications, Skills and Experience:
  • The applicant for the ActionAid Project Officer – Monitoring and
    Evaluation job placement must hold a Bachelor’s Degree in either
    Development Studies, Human Rights, Social Sciences, Education or
    equivalent
  • A training in M&E, Data Management, MIS is essential
  • At least four years of similar work experience in a reputable
    organisation
  • Previous experience working with MIS and data management packages
  • Monitoring and evaluation competencies
  • Data management/MIS
  • Strong analytical and conceptual skills
  • Research skills
  • Good report writing skills
  • Good interpersonal skills
  • Ability to work independently
  • Self-motivated and pay attention to detail
  • Good networking skills and teamwork with the ability to steer up
    working groups
