Diseases Institute (IDI) is an international non-profit organization which is a
partnership of infectious diseases and public health specialists. The overall
objective of the IDI is to strengthen health systems with strong emphasis on
Infectious Diseases, through Research and Capacity Development. IDI has five operational
areas through which it works to achieve its mission: Prevention, Care and
Treatment; Training, Research and Laboratory services (provided through a
partnership with the Makerere University – John Hopkins University Core Lab)
and Outreach.
the above mission, the Global Health Security Project under IDI has received
funding from the UK Department of Health and Social Care through the Mott
MacDonald, a management agent to implement the multi-national Fleming Fund Country
Grant. This grant is to address critical gaps in the surveillance of antibiotic
resistant bacteria in Uganda through investing in laboratory infrastructure
enhancement, human resource strengthening and workforce reforms, surveillance
systems strengthening, building foundations for Antimicrobial Resistance (AMR)
and Antimicrobial Utilization/Consumption (AMU/C) surveillance data use and
promoting rational use of antimicrobial medicines. The major aim of the project
is to improve AMR and AMU/C surveillance data to inform policy and practice at
national and international levels. The overall goal is to avert the human and
economic burden of antimicrobial resistance (AMR). In order to fully support
the implementation of the project, Global Health Security Program-IDI seeks to
recruit for the following positions as follows:
responsible for providing technical support in the design, implementation and
review of the project’s monitoring and evaluation interventions. She/he will
lead the development and sustainability of an effective Monitoring and
Evaluation system for the project, track performance and inform programming.
- Working with stakeholders and the project team, develop M&E plan
aligned to the Fleming Fund M&E templates. - Work in close collaboration with the data team develop instruments /
tools for collecting, analyzing and conducting data quality assessments in
collaboration with partners. - Conduct a baseline assessment and develop a work plan aligned to the
Fleming Fund IDI-project proposal. - Develop a Monitoring and Evaluation plan including process and
output indicators. - Develop and maintain a system and procedures for generating quality
project reports to key stakeholders in line with the project objectives
and according to the Monitoring and Evaluation work plans. - Work closely with the project technical team and partners to
regularly assess implementation progress against targets. - Provide leadership and oversight in conducting a midterm and end of
project evaluations and support development of the report. - Provide M&E training and technical assistance to consortium
members, collaborators and surveillance sites as need may arise. - Conduct regular M&E feedback meetings for consortium members,
collaborators and surveillance sites and other stakeholders. - Distill lesson learnt and regularly publish in the project and IDI
newsletters and reports.
- The applicant for the Infectious Diseases Institute (IDI) Monitoring
& Evaluation Officer job must hold a Bachelor’s degree in Statistics,
Quantitative Economics or related science field - Must have a Postgraduate training in project Monitoring and
Evaluation - At least three years of relevant experience in design, development
and implementation of M&E systems; preferably in the human or animal
health sector. - Must have excellent writing, presentation and communication skills.
- Must have knowledge and understanding of the Global Health Security
Agenda - Experience in analysis and reporting/ presentation of data for both
research and capacity programme decision-making. - Strong computer skills in at least Word, Power point, spreadsheets,
and database programmes.
