Job Summary:   The M&E Coordinator-Learning &
Accountability will be coordinating monitoring, evaluation and research
initiatives at national level and district level and provides technical
assistance and training of programme staff in planning, design and
implementation of MER activities to support organizational learning. The
incumbent will ensure use of data in Plan Uganda to inform decision making, and
use of evidence to demonstrate Plan Uganda’s contribution in improvement of the
children’s welfare
Key Duties and Responsibilities: 
  • Synthesis of Plan Uganda MER reports to generate evidence to inform
    learning and decision making for enhancement of programme effectiveness.
  • Work closely with the communications team to ensure that the
    evidence generated is appropriately packaged for the intended audience of
    stakeholders
  • Ensure that baseline values for all baseline studies conducted in
    Plan International Uganda are generated and indicator tracking tables are
    updated accordingly
  • Work with National Programme Managers, Project managers and
    Coordinators to ensure that management responses are integrated into the
    annual and quarterly plans for the respective projects,
  • S/he will be responsible for use of data generated periodically through
    routine monitoring, annual progress reviews/assessment of STAs and
    quarterly reflections by various projects.
  • Giving of feedback to communities and other stakeholders after
    studies have been conducted
  • Supports design and delivery of major evaluation and monitoring
    initiatives undertaken by the MER team
  • S/he will work closely with the MER manager to build organisational
    and partner staff skills in writing and production of quality reports.
  • As a member of the monitoring, evaluation & research team, s/he
    will support the advocacy team with evidence to build cases for advocacy
    and/or policy influence.
  • Facilitates training, coaching and mentoring programmes for Plan
    International Uganda staff and partners in use of evidence for better
    learning and accountability.
  • Facilitates organisational learning in Plan International Uganda by
    developing, collecting and disseminating relevant internal and external
    program information on monitoring, evaluation & research engagements.
  • Support preparation of quarterly and annual reports on Plan
    International Uganda’s monitoring, evaluation & research initiatives
    like Sponsored Children field visit reports, consolidation of beneficiary
    count reports etc for internal and external use.
  • Support proposal design to ensure that the evidence generated is
    used in programme scale and resource mobilisation
  • Work closely with the communications team to ensure quality reports
    are published for internal and wider circulation.
  • Support configuration of project indicators and targets into the database
    and linking them to indicators and outcomes for country programmes in the
    country strategy and global strategy respectively

Qualifications, Skills and Experience:
  • The applicant for the Plan International M&E
    Coordinator-Learning & Accountability job opportunity must hold
    a Bachelor’s degree in Development studies, Social Sciences,
    statistics, quantitative economics, ICT or other equivalent programmes
  • Post graduate professional training in monitoring, evaluation and
    research is preferred
  • Training in communication is added advantage
  • Three years of experience engaging in monitoring, evaluation and
    research initiatives
  • Excellent communication and presentation skills, both in written
    English.
  • Promote high performance among programme staff and provides vision
    and direction basing on evidence generated
  • Strong writing and audience sensitive information packaging skills
  • Facilitation and/or training/Coaching skills
  • Strong strategic and analytical thinking
  • Monitoring and evaluation of rights-based programmes
  • Design and coordination of research projects
  • Advanced computers skills in Excel, MS Access, SPSS and other
    statistical packages
  • Knowledge of environment and current effective practices on
    monitoring, evaluation and research approaches
  • Demonstrable abilities in planning and coordination
