Job Summary:  The Education in Emergencies (EiE) Coordinator
will be responsible for FCA’s commitment and fulfilment of the role as co-lead
of the Education Sector Working Group and ensure a well-coordinated, coherent
and effective education sector response in Uganda in close coordination with
the Ministry of Education and Sports (MoES) and UNHCR. Additionally, the EiE
Coordinator will build capacity of FCA in EiE coordination and advocacy and
communications efforts.
Key Duties and Responsibilities: 
  • Co-lead, initiate and coordinate the national level Education Sector
    Working Group meetings jointly with UNHCR and Ministry of Education and
    Sports, to set strategies and monitor progress toward common targets, and
    share summary action points and general updates, research etc. with all
    education partners;
  • Provide oversight and support for effective and inclusive education
    sector coordination at national and settlement level, including mapping of
    field-level EiE meetings and two-way information flows;
  • Promote effective inter-agency programme implementation,
    supported  common needs
    assessments/gaps and capacities analysis 
    to maximize impact, prevent overlap and minimize gaps;
  • Contribute to common education sector advocacy and resource
    mobilization platforms; and,
  • Tasked with monitoring progress against key indicators and targets
    as set out in the ERP, relevant RRPs, CRRF, STA and ReHoPE and support in
    identifying significant gaps and way forward and ensure coordination and
    alignment with the 5W task team process
  • Lead in the identification of opportunities for peer learning and
    sharing within a regional and global context, for example with INEE
  • Support with the establishment of sub-task teams
  • At sub-national or settlement level, ensure and monitor that lean,
    results oriented education sector coordination is in place;
  • Share information about education needs/gaps analysis to guarantee a
    common understanding by all partners of the education sector’s needs, to
    ensure that the strategy’s objectives and targets are met;
  • Encourage the use of common education needs assessment and
    monitoring tools, and ensure timely and accurate reporting by all
    partners;
  • Provide relevant inputs to the ERP, RRP, STA/ReHoPE implementation
    and contingency planning and other processes;
  • Participate in inter-agency (IA) coordination meetings and other
    relevant IA processes to ensure that appropriate linkages are made with
    other sector’s objectives and strategies;
  • Participate in the development of the FCA education sector strategy,
    including with respect to setting priority interventions, targets and
    indicators;
  • Reporting in accordance with the ERP, RRP, CRRF agreed schedule,
    through the ISCG.
  • Support internal strategic planning and data collection across FCA
    EiE operation areas and ensure harmonization and continuity within and
    amongst projects and target groups
  • Identify core advocacy concerns and capacity build FCA staffs in
    advocacy modalities and application of advocacy strategies specifically
    for the Right to Education for all
  • Planning and implementation of internal and external strategies for
    FCA communications and outreach
  • Carry out media and public information liaison for FCA
  • Provide leadership in the production and publication of FCA
    quarterly newsletters and annual report and other high quality
    communication materials
  • Assist FCA staff with the design, development, editing, and
    dissemination of relevant communications materials through training in
    short story telling, photography and basic communications skills etc.
  • Ensure alignment with FCA and donor visibility requirements
  • Undertake other duties as designated

Qualifications, Skills and Experience: 
  • The applicant must hold a Master’s Degree in Education,
    International studies or related field
  • Demonstrated experience and knowledge in Cluster Approach and
    humanitarian architecture
  • Previous exposure and experience with strategic planning, funding
    mobilization and advocacy
  • Demonstrated experience in Education in Emergencies
  • Excellent negotiation, mediation and communication skills
  • Proven work experience in the field of humanitarian aid in
    operational NGOs and / or UNICEF, including extensive field experience;
    work experience in fragile states considered as asset
  • Experience in data collection, analysis and information management,
    and preferably interactive maps and EMIS/REMIS tools an added value
  • Good understanding of education coordination structures in Uganda is
    an added value
