Director
(WCH) is an International non-profit organization that has been working in
Uganda since 2004, mainly in the Lord’s Resistance Army (LRA) affected areas.
As the situation in Uganda has stabilized, WCH has closed its programs related
to the LRA conflict and started a refugee response program in early 2016 in the
West Nile region, offering psychosocial support to children, young people and
families in the refugee and host communities. In addition to psychosocial
support, the country office is in the process of establishing education
projects with partners.
for managing and coordinating all Logistics, Procurement, Human Resource,
Administration and IT operations for the Ugandan program. The position ensures
that the operations of programs are run in a transparent and reliable manner to
generate effective and efficient results/information for donors/stakeholders.
The operations manager also provides technical support, trainings and coaching
for staff for to enable them carry out activities smoothly. The Operations
Manager position is based in Kampala with regular field travel.

Procurement management
- Coordinates and ensures the proper implementation of
procurement/logistics policies and guidelines as per WCH and donor
requirements. - Ensures proper bidding and analysis processes are followed during
procurement of goods and services. - Responsible for reviewing procurement and bid analysis documents.
- Participates in development of project procurement plans while
taking lead in drawing up large bid documents. - Responsible for advising on project operational risks and
opportunities contained within the procurement projections for the
proposal. - Provides support and training in areas of procurement management to
office and field based staff and partners. - Heads the WCH Uganda procurement committee.
- Oversees and ensures all WCH fleet is properly running and
maintained. - Have an updated fleet database at all times.
- Develop a fleet disposal plan in collaboration with Finance/CD.
Management, staff management and capacity building
- Ensures proper implementation of HR policies and guidelines as per
WCH requirements and Ugandan Labour Law. - Ensures proper HR recruitment/administration is followed as per WCH
guidelines and Country Laws. - Responsible for developing all HR policies/tools for Uganda in
collaboration with CD and HQ. - Responsible for HR planning at programme level with other MT
members. - Reports relevant developments on HR and policies to the support
department at HO in collaboration with CD. - Responsible for monthly review of staff timesheets and payroll.
- Ensures monthly reporting on HR matters to CD/MT.
- Responsible for providing technical support, training and capacity
building for staff in the HR department.
Communication Technology
- Ensures WCH IT policies and guidelines are followed in WCH Uganda.
- Responsible for quality management of IT operations and information
in Uganda. - Security
- Responsible for updating WCH staff on all security matters in Uganda
in collaboration with CD. - Ensures proper safety of WCH office is observed in relation to key
handling policy.
- The War Child Holland (WCH) Operations Manager job should hold a
Bachelor’s Degree in BA, Management or any other relevant field. - Proven experience in logistics, procurement, IT, Administration and
HR. - At least five years of relevant experience in a management position
within an international environment, preferably within an iNGO/NGO - Two years of field experience in developing countries and (post)
conflict areas is preferred. - Experience living and working in complex security contexts is
desired. - Excellent social and communication skills.

- Capability to decide in tactical and operational issues.

- Fluency in English (verbal and written)
- Capacity to advise and coach executive staff to reach results and
