Manager
(WCH) is an International non-profit organization that has been working in
Uganda since 2004, mainly in the Lord’s Resistance Army (LRA) affected areas.
As the situation in Uganda has stabilized, WCH has closed its programs related
to the LRA conflict and started a refugee response program in early 2016 in the
West Nile region, offering psychosocial support to children, young people and
families in the refugee and host communities. In addition to psychosocial
support, the country office is in the process of establishing education
projects with partners.
responsible for managing and overseeing the programmatic and operational
implementation of one or more projects implemented in the West Nile
Region. The position involves planning,
managing, implementation and monitoring of the project(s), drafting reports,
external representation etc in order to achieve the project targets as
effectively and efficiently as possible ensuring consistency with project
proposal as approved by the donor.

- Leads the role-out of the project(s) within the approved logical
framework(s) - Ensures an implementation plan is in place, ensuring all actors
(staff and partners) are familiar and follow the plan. - Support staff and partners in the implementation of the plan by
supporting the organization of trainings, team meetings, consultations,
etc. - Monitors project outcome, results and progress according to set time
through ensuring regular collection and compilation of reports by staff
and partners, and analysis of reports received - Work closely with the M&E officer in ensuring proper monitoring
and accountability of the activity progress - Identify problematic issues and deviations from the approved project
plan and liaise with relevant staff and partners to find solutions to
these. Report deviations promptly to the PM.

- Ensures that all project and donor reports are submitted on time and
are of good quality - Regularly monitor the budget in cooperation with the Finance
Coordinator and Programme Manager to ensure proper expenditure of each
budget line - Assist the project teams in the development of monthly activity and
expenditure plans and follow up closely on monthly expenditures and
deviations from planned activities and budget - Follow up on donor and HO requests in cooperation with the Programme
Manager - Responsible for project supporting documents according to WCH
internal rules and regulations

- Manages, supports, coaches and builds competency of staff within the
project team - Conducts performance appraisals of the his/her direct staff as per
the WCH Performance & Development system - Cooperates with and supports the partners in the implementation of
the program - Ensures that the project team communicates effectively with the
children and communities that are stakeholders in the project and that the
War Child core principles are integrated into all project activities (e.g.
community participation and minimal standards of HA, human rights/equity
etc) - Ensure adherence to minimal standards of PSS support
partners and relevant stakeholders
- Represents WCH and liaises with government institutions, UN,
(i)NGO’s and other partners - Ensures that communities, government and (i)NGO partners have clear
understanding of WCH’s vision, mission, goals and guiding policies and
strategies - Participates in the local networks, as well as in national networks
where relevant - Represents WCH Uganda in working groups and other coordination
platforms as agreed with the Programme Manager - Regularly communicates and coordinates with consortium members and
stakeholders in the field
- Communicating on security issues affecting the programme and ensure
adherence to security policies and procedures - Contribute to programme and strategic development, new projects,
annual plans and internal reports - Any other duties as assigned by PM in line with these terms of
reference and the fulfillment of the tasks
- The War Child Holland (WCH) Project Manager – West Nile Region job
should hold a Bachelor’s Degree in Community Development, Child
Protection, Psychology, Social Sciences or equivalent with demonstrable
experience in relevant fields (social work, community development) - A minimum of five years of relevant employment experience
- Experience in managing projects focusing at least one of the
following areas: psychosocial support, mental health, and/or education - Solid experience working with children/refugees/vulnerable
populations - Knowledgeable and understanding of the dynamics in context, politics
and culture of The West Nile Region of Uganda and within the refugee
settlements. - Experience with community-based programming preferred
- Experience with managing teams and working in partnerships
- Experience with monitoring systems
- Strong social and communication skills for coaching and mentoring;
as well as for liaising with external stakeholders; - Fluency in English, preferably able to speak in one of the local
languages - Demonstrated people management skills
- Cultural sensitivity
- Attention to detail with strong follow up
- Team oriented
- Ability to work efficiently independently
- Willingness to work and live in West Nile
