(WCH) is an International non-profit organization that has been working in
Uganda since 2004, mainly in the Lord’s Resistance Army (LRA) affected areas.
As the situation in Uganda has stabilized, WCH has closed its programs related
to the LRA conflict and started a refugee response program in early 2016 in the
West Nile region, offering psychosocial support to children, young people and
families in the refugee and host communities. In addition to psychosocial
support, the country office is in the process of establishing education
projects with partners.
(PDA – Edu) is the technical lead in the area of Education and ensures quality
implementation of WCH projects. The PDA-Edu is the focal person in coordinating
the Can’t Wait to Learn programme using education technology project in Uganda
and supports quality implementation. The PDA-Edu also supports other current
education projects and supports the development of new projects with an
education component. The PDA-Edu ensures that the quality training of staff and
counterparts, technical monitoring and coaching is carried out regularly. This
will require significant time spent at project locations. The position may be
asked to support projects in countries outside Uganda (e.g. training, technical advice)
implementation of policies and procedures as per WCH methodology
- Implements and monitors quality standards for WCH education projects
- Supports the roll out and
effective implementation of Can’t Wait to Lear project among partners. - Participation in global Education & CWTL teams.
- Develop an up to date database on WCH programming practice and
international standards and guidelines. - Contributes to internal and external reporting and annual plans.
- Draft internal and external project reports.
- Ensures education activities are monitored and evaluated;
development of new projects, including supporting donor proposal development.
- Proactively participates in the development of new project proposals
on Education - Contributes in the further development of education interventions in
collaboration with education specialists based in the Amsterdam and
regional offices.. - Coordinates with other education sector stakeholders in Uganda,
including supporting Uganda education sector strengthening.

relation to education programming. - Promotes professional learning through the development and review of
individual plans for training staff. - Upon request organizes trainings for partners in Uganda and
neighbouring countries.

- Liaises with other technical counterparts in the field of education.
- Proactively participate in the Uganda education working group.
- Represents WCH externally, in relevant platforms/networks focused on
education themes or on field level. - Any other duties as assigned by the line manager in fulfillment of
the tasks.
- The War Child Holland (WCH) Program Development Advisor – Education
job should hold a Master’s degree or post graduate diploma in Education,
Social Sciences, development studies or any other related field. - Demonstrated experience & knowledge in Education Technology
projects. - Specialist knowledge of current principles and practices of in
Education and child safeguarding with children in (post)conflict areas is
necessary. - Knowledge of quantitative and qualitative monitoring & evaluation
tools. - At least five years of (I) NGO work in developing countries /
conflict areas, preferably with children. - Minimum 3 years in staff capacity building and experience in
providing trainings. - Experience of working in education sector in Uganda is desirable.
- Strong (creative/interactive) training skills.
- Strong supervision, coaching and communication skills.
- Able to quickly identify needs / gaps and work towards solutions.
- Cultural sensitivity.
- Result-oriented.
- Fluent in English.
- Willing and able to travel regularly.
- Show commitment to the vision and goals of War Child Holland in
Uganda, including adherence to the Child Safeguarding Policy, is
essential”
